    LEGAL NOTICE
    Bids for the 2026 FULL DEPTH CONCRETE PAVEMENT REPLACEMENT project will be received through
    the Bid Express website at https://www.bidexpress.com/ until 11:00 a.m. (local time) on July 13, 2026. The
    City of North Ridgeville will open and publicly read the total bid amount for bids via video-teleconference.
    The work will consist of all labor and equipment required for the full depth pavement replacement and
    other necessary appurtenances all in accordance with the specifications and contractual requirements
    now on file in the office of the City Engineer. The project shall include full depth concrete pavement slab
    and joint replacements, catch basin adjustments and reconstruction, along with ADA ramps and sidewalk
    improvements. The engineer’s estimate for the project is $1,825,000.00.
    The City will only receive bids through the Bid Express website at https://www.bidexpress.com. All bid
    forms, contract documents and plans are available through the Bid Express website. A fee of $50.00 will
    be incurred to bid electronically on a pay-per-solicitation basis; alternatively, bidders may subscribe for
    $60.00 per month to have access to all solicitations and email notifications.
    Bids must be accompanied by bid security in the form of a either Bid Guaranty and Contract Bond or Bid
    Bond. Bid Guaranty and Contract Bonds must be submitted for the full amount of the bid. Bid Bonds must
    be in the form of a certified check, cashier’s check, electronic bond through an approved surety, or letter
    of credit pursuant to Chapter 1305 of the ORC, in the amount of 10% of the bid, made payable to the City
    of North Ridgeville.
    Bidders shall review the pre-qualifications list in the Instructions to Bidders for the required Work Types.
    All questions during bidding shall be submitted through Bid Express.
    Contractor compliance with the Equal Employment Opportunity requirements of Ohio Administrative
    Code, Chapter 123, the Governor’s Executive Order of 1972, and Governor’s Executive Order 84-9, shall be
    required.
    Bidders must comply with the prevailing wage rates on Public Improvements in Lorain County and the
    City of North Ridgeville, Ohio, as determined by the Department of Commerce, Division of Labor and
    Worker Safety, Bureau of Wage and Hour.
