REQUIREMENTS/SPECIFICATIONS
Section 1: Intent
The purpose of this invitation is to establish a contract for the fabrication and delivery of completed
Traffic Highway Signs in accordance with these bid specifications and requirements.
Section 1a: MBE Certified Bidders Only
This ITB is reserved for MBE vendors only. This quotation request is restricted to Minority Business
Enterprises (MBE’s) certified by the State of Ohio Equal Opportunity Coordinator in accordance with
Section 123.151 (B)(2) of the Ohio Revised Code. Only quotations submitted by certified MBE’s will
be considered for award.

Delivery
** If there are idenitified supply chain issues ODOT will be flexible on delivery dates and terms**
Delivery shall be made within 14 calendar days for (RUSH) flat sheet and/or extruded, and within 45
calendar days for standard flatsheet and/or extruded. Or upon written or verbal notification against
a valid State of Ohio purchase order.
For damaged, defective or inaccurate goods received by ODOT, the vendor will replace the proper
goods no later than five (5) business days after the vendor is notified of the problem. Return
shipments will be completely at the vendor’s expense.
For purchases to other than ODOT, special delivery arrangements will need to be made with the
buyer.
Delivery Hours
All deliveries shall be made between the hours of 7:00 a.m. and 2:00 p.m., Monday through Friday,
excluding State holidays, unless special permission is granted by the Department to temporarily
waive or adjust this requirement. Late arrivals will not be unloaded until the following business day.
Failure to provide 48 hours advanced notice to the buyer may result in refusal of the incoming
shipment until the next business day.
Free on Board (F.O.B.) Destination
The unit bid prices shall include delivery charges to any location within the state of Ohio.

This invitation contains references to the 2023 ODOT Construction and Material Specifications
(C&MS) and ODOT Traffic Control Standard Construction Drawings. All specifications referenced in
the above-referenced documents are to be considered part of the invitation specifications.

Sign Fabrication
Signs must be fabricated in accordance with C&MS Section 630.04. Signs shall be fabricated with
Type IV, Type IX or Type XI reflective sheeting in accordance with C&MS Sections 730.19, 730.193,
730.194 respectively. If digital printing methods are used refer to C&MS 730.24. If non-reflective
acrylic opaque sheeting is used refer to section 730.20 of the C&MS. All reflective sheeting
materials must be contained on the ODOT list of pre-qualified reflective sign sheeting materials. This

**NEW SPEC FOR ALL SILKSCREEN AND DIGITALLY PRINTED FLATSHEET SIGNS**: For all
(silkscreen and digitally printed) flat sheet signs and after all ink has fully cured and outgassed
provide a clear UV overlaminate protectant film applied to the entire sign surface, sticker surface, or
both that the manufacturer of the reflective sheeting guarantees according to supplement 1049.

Sheet Aluminum, Finished Sign & Hinge Specifications
Aluminum shall be in accordance with C&MS Section 730.11. Silk screen inks shall be in accordance
with C&MS Section 730.22. Transparent electronic cuttable film shall be in accordance with C&MS
Section 730.23.
Flat sheet aluminum signs shall be punched in accordance with ODOT Standard Construction
Drawings TC-52.10 and TC-52.20 unless otherwise noted.

For items 33-36, the signs shall be made of extruded panels or panels extruded in a single operation.
Extruded panels shall be in accordance with Standard Construction Drawing TC-51.12.

For items 37-40 the signs shall be made of extrusheet panels. Extrusheet panels shall be in
accordance with Standard Construction Drawing TC 51.11

Signs shall be fabricated in accordance with designs contained in the ODOT Standard Sign Design
Manual and FHWA Standard Highway Signs Manual. Designs not contained in these manuals will
be provided with the purchase order. Detailed drawings will be provided for the designable signs in
items 19-21.
Section 9:
Finished signs shall be protected in accordance with the recommendations of the reflective sheeting
manufacturer. All slip sheet and other packing materials recommended by the reflective sheeting
manufacturer to protect the sign face during shipping shall be used. The cost for these materials
shall be included in the unit bid price.
Flat sheet signs shall be shipped vertically on A-Frame Pallets, the angle shall not exceed 45
degrees. Cardboard boxes or wooden crates are also acceptable packaging materials. Signs shall
not be shipped horizontally. Signs shall be secured to the pallet to avoid damage during shipping.
A packing slip shall be attached to each pallet highlighting specific sign characters and quantities of
each character shipped on the pallet. In addition, skids shall be packaged with like sizes and shall
be tabbed identifying the location, sign code and quantity of each sign character on the skid. Pallet
weight shall not exceed 2,500 pounds. Do not package multiple purchase orders on the same skid.
When packaging stop signs and yield signs please remove the excess liner paper.
All finished signs shall be protected from moisture during shipping. Delivery shall be on a flat bed,
side load truck.
Pallets will be unloaded with a fork lift.
The use of Offset Aluminum Piano Hinge applied to the backside of the finished sign is required.
Samples and supplier information is available to each bidder upon request. See enclosed drawing
“Offset Aluminum Hinge Specification Sheet”.
Price Adjustment Clause
Manufacturer price adjustments will be considered after the first 90 days of the awarded contract.
Specifically, the vendor may request a price adjustment one time each quarter (every 90 days)
throughout the duration of the remaining term of the contract. Price adjustments will cover both
upward and downward movement of the commodity price and the adjustment must be based on the
“pass through” increase or decrease of raw materials and/or labor and/or manufacturer price
incentives (not originally considered) which make up all or a substantial part of the product.
Adjustments are to be based upon an actual dollar figure per item, not a percentage. Purchase orders
that are recieved by the vendor do not qualify for price adjustments, price adjustments will not be
permitted after subject purchase orders are acknowledged/accepted by the vendor. Written request

Supportive documentation should include, but is not limited to copies of the current and requested
price lists or similar documents which indicate the original base cost of the product to the vendor and
the corresponding increase, and/or copies of correspondence sent by the vendor’s supplier on the
supplier’s letterhead, which contain the above price information and explains the source or the
increase in such areas as raw materials, freight, fuel, labor, etc.
The Department may accept the price adjustment and amend the contract accordingly, reject the
adjustment and continue the contract as is with no change in price, or cancel the contract. The
Department will have sole discretion in the approval of any price adjustments. The price adjustment
will become effective on the date of the Department’s acceptance letter. No increase will be
considered within the first 90 days of the contract. The price adjustment clause supersedes
references to firm bid found in Section Seven of the Standard Terms and Conditions.

Contract Award (Multiple Award)
Award will be made to all responsive and responsible MBE certified bidders.
Vendors must submit their Bid Responses electronically in OhioBuys before the published deadline date & time, Columbus,
Ohio local time on the Proposal due date. Vendors will not be able to submit Bid Responses, or unsolicited Proposal amendments
after the deadline.
Vendors must allow adequate time for uploading a Bid Response prior to the due date and time. ODOT recommends that vendors
submit Bid Responses as early as possible. If a second round is issued for any reason, vendors must resubmit their bid if they had
already submitted in a previous round, as the previously submitted Bid Responses do NOT carry over to the new round.
The Signature process takes place after the award now. The email will come from documents@esign.ohio.gov and will go to the
signatory that was identified in the bid submission. The subject line will be the bid # Signature Request, (example: 101G-25
Signature Request).
No contract can be issued to your company until we receive your signature to complete the process. And you must have an OAKS
Payor ID before a contract can be issued. To obtain that, you will need to go into https://ohiopays.ohio.gov.
