DESCRIPTION: The work includes but not limited to the removal of existing thermoplastic striping and markings, crack sealing, asphalt concrete deep-lift repairs, street cleaning, application of slurry seal, installation of thermoplastic striping and markings, installation of signs, installation of safety bar channelizers, replacement of sanitary sewer manhole frame and covers, replacement of water valve box and covers, replacement of monument box and covers, adjustment of SSMH and SDMH frame and covers and other utility covers to finished grade as directed by the engineer.

WESTLAKE SLURRY SEAL PROJECT
IN AND FOR THE CITY OF DALY CITY, SAN MATEO COUNTY, CALIFORNIA
Sealed proposals, submitted only upon the bid proposal forms furnished by the City will be received by the
City of Daly City at the City Clerk's Office, City Hall, 333 - 90th Street, Daly City, California 94015 at
2:00 p.m., Tuesday, June 2, 2026, at which time bids will be publicly opened and read.
The work includes but not limited to the removal of existing thermoplastic striping and markings, crack
sealing, asphalt concrete deep-lift repairs, street cleaning, application of slurry seal, installation of
thermoplastic striping and markings, installation of signs, installation of safety bar channelizers, replacement
of sanitary sewer manhole frame and covers, replacement of water valve box and covers, replacement of
monument box and covers, adjustment of SSMH and SDMH frame and covers and other utility covers to
finished grade as directed by the engineer.

present a hard copy of pages 00300(1) through 00490, with original wet signatures, to the City Clerk’s office
if you will be submitting a bid.
Copies of the most recent "City of Daly City General Conditions, Standard Specifications and Drawings" will
be available to intending bidders at the City of Daly City Public Works Department, Engineering Division,
333-90th Street, Daly City, CA 94015 for the price of $65.00, if obtained at that office, and $70.00, if

Bids shall be accompanied by a bid bond, cash, certified or cashier's check payable to City of Daly City, in an
amount not less than 10% of the aggregate bid.
This Project is subject to the City of Daly City Community Workforce Agreement (“CWA”), which is
incorporated into and made part of the Contract Documents. Each Bidder shall submit a completed and
executed Agreement to be Bound with its bid. Failure to submit the Agreement to be Bound shall render
the bid non-responsive. The successful Bidder and all subcontractors of any tier shall be required to
comply with the CWA and shall execute an Agreement to be Bound prior to performing any Work.
Compliance with the CWA is a material term of the Contract. Failure to comply may result in withholding
payments, termination, or other remedies available to the City.
A valid Class A license or other combination of any Class C licenses that constitutes a majority of the
contract work must be in the possession of the successful bidder at the time the bid is submitted.
The time limit for the completion of work is one hundred twenty-five (125) working days. The first day of
this time period will be no later than the 28th calendar day after the contract award.
In accordance with the California Labor Code, general prevailing hourly rates of per diem wages shall be
paid on this project. Copies of applicable prevailing hourly rates of per diem wages are available on request
to the City Engineer.
Due to the passage of Senate Bill 854, several additions and revisions were made to the California Labor
Code. The addition of Labor Code 1725.5 requires all contractors and subcontractors to register with the
Department of Industrial Relations (DIR) to be eligible to work on public works projects. At the time the

bid is submitted the Contractor and all subcontractors must be registered with the DIR in accordance with
the California Labor Code to be eligible for the project. The project is subject to compliance monitoring
and enforcement by the DIR. More information about DIR registration can be viewed on the DIR’s

California Labor Code Section 1771.1. (a) A contractor or subcontractor shall not be qualified to bid on,
be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or
engage in the performance of any contract for public work, as defined in this chapter, unless currently
registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this
section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business
and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the
contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is
awarded.
Pursuant to the California Public Contract Code, securities may be substituted for money withheld to insure
contract performance.
The City reserves the right to reject any or all bids and to waive any informality in such bids and, if awarded,
to award the contract in the best interest of the City.
