I. Purpose and Intent
The City of St. Louis Department of Health seeks applications for activities to address the Opioid Crisis
in the City of St. Louis by improving access to substance use treatment and recovery, housing, furthering
overdose prevention and harm reduction efforts, and providing services for those at high risk for
overdose.
This Notice of Funding Availability ("NOFA") is for Opioid Crisis.
Hereinafter, organizations interested in applying in response to this NOFA shall be referred to as
"Respondents."
The City of St. Louis is not obligated to award funds to any provider, nor is the City of St. Louis liable
for any costs incurred by the organizations in the preparation of applications. Nothing in this NOFA, nor
in any application in response to this NOFA, is intended to be, nor should anything be construed as, an
offer of engagement. Selection of a Respondent shall not be construed as an offer of engagement unless
and until a contract is fully negotiated and fully executed by all parties. The City retains the right to
award parts of the available funds to several Respondents, not to issue any funds, and/or to re-solicit
applications.
The City reserves the right to reject any and all applications submitted and to waive any and/or all
non-material irregularities pertaining to the submission of the application. Additionally, any and all
projects elements, requirements and schedules are subject to change and modification. The City also
reserves the right to modify, suspend, or terminate at its sole discretion any and all aspect(s) of the
NOFA process to obtain further information from any and all Respondents, and to waive any defects as
to form or content of the NOFA or any responses by any Respondents. All submitted materials will
become the property of the City, may become public documents at any time during the awarding
process, and will become public documents at the conclusion of the awarding process. Any and all
documents submitted by Respondents may become public if and when they are submitted to any
advisory or legislative public body, or pursuant to the Missouri Sunshine Law. By applying to this
NOFA, each Respondent acknowledges having read this NOFA in its entirety and agrees to all terms and
conditions set out herein.

II. Contact Person & Questions

No contact with other City employees or personnel is permitted.
Questions must be submitted no later than August 10, 2026, unless the Department of Health provides
an addendum to this NOFA as part of rolling acceptance of applications to expend all funding. The
Department of Health will maintain a list of all firms or individuals requesting copies of this NOFA and
will ensure that copies of all questions and responses shall be made available in writing to each firm on
such list, when requested. Answers will also be publicly posted at
https://www.stlouis-mo.gov/government/procurement/index.cfm.
Questions should be asked in consecutive order, from beginning to end, following the organization of
this NOFA. Each question should begin by referencing the NOFA page number and section number to
which it relates. All contacts and questions must be submitted in writing to the designated contact person
by sending an e-mail with a clearly marked subject heading of "NOFA - Opioid Crisis".
Respondents should not otherwise contact the City directly, in person, by telephone, facsimile, or by
e-mail, concerning this NOFA.
Contact with the City after the submission of an application is limited to status inquiries only and such
inquiries are only to be directed to the above-named individual by email with a clearly marked subject
heading of "NOFA - Opioid Crisis". Any further unsolicited contact or information about the NOFA to
the City or any of its personnel will be considered an impermissible supplementation of the
Respondent's application.
III. Submission
Submissions are highly encouraged to be submitted prior to August 17, 2026, but will be accepted on a
rolling basis until all funding is allocated. Applications must be submitted to:

IV. Required Qualifications & Certifications
Applications must demonstrate:
1. The organization and lead staff assigned to this project have at least three (3) years of
experience in delivering evidence informed prevention, harm reduction, treatment, or
recovery services/activities in the City of St. Louis of the nature identified in this NOFA.
2. The organization has experience working in partnership and maintaining fundamental
relationships with other nonprofits, resident leaders, faith leaders, youth, justice partners,
law enforcement, city agencies and/or neighborhood-based community institutions to
provide evidence informed prevention, harm reduction, treatment, or recovery
services/activities.
3. The organization has a history of working in communities where data shows a need and
gap in services.
4. The organization has close links to health, mental health, behavioral health, educational
and other social services for participant referral services.
5. The organization has knowledge of City of St. Louis communities/areas
disproportionately affected by substance use, mental and behavioral health issues
including any emerging trends and population demographics.
6. The organization has all insurance coverages, permits, licenses and professional
credentials necessary to perform the services specified in this NOFA.
V. Award Ceiling
Any agreement entered into pursuant to this NOFA will provide compensation on a reimbursement
basis. Any contracts will be funded by funds received by the City of St. Louis pursuant to certain
national opioid settlement agreements, and will be subject to the availability of such funds appropriated
to the St. Louis City Department of Health.
The award ceiling is up to Two Million Five Thousand Four Hundred Fifty-Two Dollars and Nineteen
Cents ($2,005,452.19) for the initial project period (estimated November 1, 2026 through October 31,
2027). At the City's sole discretion, this Agreement may be extended for four (4) additional one-year
renewal periods. All such renewals must be executed in writing and are subject to the appropriation and
availability of funds.
Subject to the availability of funds, the Department of Health Behavioral Health Bureau anticipates
awarding funds in the following categories annually through October 31, 2030:
1. Prevention - Approximately $650,000 total (13 awards anticipated, averaging $50,000 each)
2. Treatment - Approximately $650,000 total (13 awards anticipated, averaging $50,000
each)
3. Harm Reduction - Approximately $80,000 total (5 awards anticipated, averaging $16,000
each)
4. Recovery - Approximately $625,000 total (10 awards anticipated, averaging $62,500 each)
The above allocation is intended only as an estimated guideline. Additional or less funding may be
available annually through September 2030 and is subject to appropriation and approval.

Following full execution of the contract, monthly reimbursement payments will be made to selected
Respondents upon receipt and approval of proper documentation, reporting, and invoicing in accordance
with the approved final budget.
VI. Scope of Services
Any geographical area within the City of St. Louis is eligible for funding. The Department of Health
(DOH) asks that proposals take into consideration the communities and individuals most at risk and/or
impacted by Opioid Use Disorder (OUD) and any co-occurring substance use disorder/Mental Health
(SUD/MH) conditions.
A. Client population to be served
The project proposal must (1) be implemented within St. Louis City and serve residents within St. Louis
City; (2) clearly demonstrate how the project will support and serve individuals affected by one or more
of the priorities described in the Scope of Services set forth below.
B. Scope of Services
Service Summary- We are seeking applications that address communities and individuals most at risk
and/or impacted by OUD and any co-occurring SUD/MH conditions through evidence-based or
evidence-informed approaches focused on at least ONE of the four areas cited below. Be specific in
listing which areas you are applying.
1. Support programs, policies, and practices that have demonstrated effectiveness in the Prevention of
opioid misuse among youth. Programs, policies and practices could include:
1.1 Create or support youth-focused programs or strategies with demonstrated effectiveness in the
prevention of drug misuse and appear promising to be effective in the initiation and/or misuse of
opioids.
1.2 Create or support community-based education or intervention services for youth, adolescents
and their families at risk for OUD and any co-occurring SUD/MH conditions.
1.3 Create or support evidence-informed programs or curricula designed to address mental health
needs of youth who may be at risk of misusing opioids or other drugs, including emotional
resilience and modulation skills.
2. Support programs that promote Treatment of persons with OUD, utilizing strategies that have
demonstrated effectiveness. Strategies could include:
2.1 Expand mobile intervention, treatment, telehealth treatment, and recovery services offered by
qualified providers, including peer recovery coaches.
2.1 Support evidence-based withdrawal management services for people with OUD and any
co-occurring mental health conditions.
2.3 Treat trauma for individuals with OUD (e.g., violence, sexual assault, human trafficking, or
adverse childhood experiences) and family members (e.g., surviving family members after an
overdose).
3. Support Harm Reduction programs - Strategies can include, but are not limited to, overdose
prevention, peer recovery supports and services, with a dedicated focus on individuals with an
OUD and any co-occurring SUD/MH conditions.
3.1 Provide training and education regarding naloxone and other drugs that treat overdoses.

3.2 "Naloxone Plus" strategies to ensure that individuals who receive naloxone to reverse an
overdose are linked to treatment programs or other appropriate services.
3.3 Promote efforts to train health care providers, students, peer recovery coaches, recovery
outreach specialists, or other professionals that provide care to persons who use opioids or
persons with OUD in crisis training and harm reduction strategies.
4. Support People in Recovery through programs or strategies. Strategies could include:
4.1 Provide comprehensive wrap-around services to individuals with OUD, including job
placement, job training, or childcare.
4.2 Provide access to housing for people with OUD, including supportive housing, recovery
housing, housing/rent move-in deposits, and utility assistance programs, training for housing
providers, or recovery housing programs that integrate FDA-approved medication with other
support services.
4.3 Provide peer support specialists that support people in accessing OUD treatment, trauma
informed counseling and recovery support, harm reduction services, primary healthcare, or
other services, including support for long-term recovery encompassing relapse, treatment, and
continued recovery.
4.4 Support or expand peer-recovery centers, which may include support groups, social events,
technology-based access (e.g., computers or internet), or other services for persons with OUD.
VII. REQUIRED PROPOSAL CONTENTS
A. Cover Sheet: Complete and attach the Cover Sheet, attached as Appendix 1.
B. Transmittal Letter/Abstract: Respondents shall provide a transmittal letter/abstract
providing the name and a brief description of the organization. The letter must briefly
summarize the Respondent's ability and willingness to perform the services sought under
this NOFA. (1-page limit)
C. Program Narrative & Budget:
The Program Narrative & Budget shall be a maximum of fifteen (15), 1.5-2.0 spaced
typewritten pages. All pages must be numbered consecutively. Applicants must respond
to each of the required narrative proposal components. The order of the responses must
follow exactly the order provided below. The applicant's primary response should be
included in the body or text of the submitted proposal. The responses to Program
Narrative & Budget sections may not consist solely of references to attached materials or
to linked materials. This is not to say that applicants may not provide links or attach
documentation or materials to demonstrate capacity or prior projects, but the response
must not consist exclusively of attached material. Reviewers are not required to go
beyond the maximum 15 pages of text response in the Program Narrative & Budget to
review, evaluate, and score a proposal.
1. Organization Description/Capability Statement
Provide an overview of applicant's organization. Describe the organization's
strengths, capabilities and experience in performing mental and behavioral health
services and existing partnerships. Describe how the organization's experience

makes the applicant uniquely qualified to contribute to the implementation of the
project goals.
2. Organizational Knowledge, Experience and Qualifications
Provide evidence of the organization's history successfully implementing services
that address OUD and/or any SUD/MH conditions.
3. Project Team
Provide names of the person(s), titles, telephone numbers and email addresses of
those who will direct the overall project throughout the duration of the contract
and key responsibilities, and including:
(a) brief description of each person's qualifications and experience (provide brief
resumes/qualifications of personnel who will be involved in this project and
attach as an attachment which is not included in the 15-page limit);
(b) a description of the role for each person who will be participating in the
project;
(c) background of each team member, years of experience, length of employment
with your firm, and experience providing the deliverables as described herein;
(d) list of relevant and successfully completed projects by these team members;
(e) organizational chart for the proposed project team, identifying the team
leader, and all roles and areas of responsibility;
(f) provide brief resumes of personnel who will be primarily involved in this
project (attach to application; not counted in 15 page limit);
(g) list any subcontractors, including a description of their organizational
experience and qualifications in providing services that address OUD and/or any
SUD/MH conditions, and the project team information required under subsections
(a) - (f) of this section (subcontractors are required to comply with all provisions
of a successful Respondent's contract).
4. Project Work Plan
Describe your organization's proposed program design in detail and how your
organization will implement the services in this NOFA. Describe any
evidence-based or evidence-informed protocols or programs your organization
plans to follow. Set forth the key phases, activities and tasks to complete the
activities and deliverable throughout the project period, highlighting milestones
and timeline through the initial period of the project.
5. Budget & Financial Capacity
The costs associated with the proposed project should directly reflect the action
steps necessary to implement the activities and deliverables. The costs should not
reflect any intended activity not specifically indicated in the proposed work plan.
Any In-Kind Services and their association with the proposed project should be
listed and justified. Does the budget justification provide a basis for the level of
service proposed? A budget proposed for the services in this NOFA must include
explanations for the following line items (if applicable)

(a) All personnel whose salaries will be paid in whole or in part with this NOFA
funding opportunity, including fringe benefits (% and dollars);
(b) Projected costs of events or activities that will support the services in this
NOFA
(c) Professional Services
(d) Costs for supplies, incentives
(e) Printing
(f) Marketing- if budget will be allocated for marketing purposes, provide
Marketing plan and expenses
(g) Training
(g) Travel and trainings cost directly associated with, and to benefit the work
supported by, this NOFA funding opportunity
(h) Overhead and administration costs, limited to 10% of Total Direct Costs.
D. Proof of Non-Profit Status
Please provide proof of registration with the Missouri Secretary of State as a
non-profit organization if applicable.
E. Provide Unique Entity Identification Number
Please also affirm that your entity is not on a Suspension or Debarment List, and
that it is registered in https://sam.gov/content/home and https://www.grants.gov.
F. Verification of License/Taxes
In this section, Respondents must affirmatively verify that the firm has a current
business license and is current with tax remittance. Respondents must provide a
copy of its current City of St. Louis business license (or waiver letter from
License Collector).
G. Living Wage Acknowledgment and Acceptance Declaration.
Respondents shall submit with their application the Living Wage
Acknowledgment and Acceptance Declaration, attached as Appendix 3. See
Section IX.
VIII. Application Evaluation & Selection Criteria (Scoring)
Applications will be evaluated, scored, and selected based upon organization information, background,
and capability; organization key personnel; addressing services; budget; risk assessment; ability of the
organization to meet statutory, regulatory, or ordinance requirements; specialized experience,
qualifications and technical competence of the organization, its principals, project manager and key
staff; ability of the organization to provide innovative solutions; approach to the project(s) and any
unusual problems anticipated; the capacity and capability of the organization to perform the work within
the time and funding limitations; past record and performance of the organization with respect to
schedule compliance, cost control, and quality of work; proximity of the organization to the City;

availability of financial and operating resources as required to complete the work; and other criteria as
may be developed by the Department of Health in the evaluation of applications.
The Department of Health reserves the right to interview, or call for a presentation from, any
Respondent applying for funding. The Department also reserves the right to discuss applications with
any or all Respondents. The Department of Health may request the additional submission of information
during the negotiations of the subaward.
The Department of Health will consider funding awards only to those applicants determined to be
qualified following review of the eligibility and completeness of each application received. The
Department of Health reserves the right to award less than the intended amount for this funding round if
a sufficient number of qualified applicants cannot be identified.
Scoring
In evaluating proposals, the Department will consider the non-exhaustive list of factors above. To aid in
selection, all proposals will undergo the following evaluation process. An assessment by an independent
review panel will evaluate the proposal using the below point scores to aid in the evaluation and
selection of awardees. The total points possible are 100. Interviews of proposed finalists may occur at
the discretion of DOH. DOH reserves the right to interview one or more organizations submitting
proposals, request additional information as DOH may deem necessary, and/or reject any or all
proposals with or without cause.

IX. Living Wage
Any contract entered into pursuant to this NOFA shall be subject to the requirements St. Louis Living
Wage Ordinance (Ordinance No. 65597, codified at Chapter 3.99 of the Revised City Code of St. Louis
(2020)) and its associated Regulations. Ordinance 65597 makes certain not-for-profit organization
exempt. Exempt organization may be required to submit proof of exemption eligibility. Unless exempt,
Respondents shall agree to comply with the following measures:
1. Minimum Compensation: Respondents hereby agree to pay an initial hourly wage to each
employee performing services related to this NOFA in an amount no less than the amount stated
on the Living Wage Bulletin attached hereto as Appendix 2. The initial rate shall be adjusted
each year no later than April 1, and Respondent hereby agrees to adjust the initial hourly rate to
the adjusted rate specified in the Bulletin at the time the Bulletin is issued and posted at
https://www.flystl.com/business/office-business-opportunities/living-wage/.
2. Notification: Respondents shall provide the Living Wage Bulletin to all employees, together with
a Notice of Coverage, in English, Spanish, and other languages spoken by a significant number
of the Respondent's employees, and within thirty (30) days of the contract's execution for
existing employees, and within thirty (30) days of employment for new employees.
