The Gwinnett County Board of Commissioners is soliciting competitive sealed bids from qualified contractors for the
Replacement of HVAC Systems at the F. Wayne Hill Water Resources Center Operations Building for the Department
of Water Resources.
Bids should be typed or submitted in ink and returned in a sealed container marked on the outside with the BL# and
Company Name. Bids will be received until 2:50 P.M. local time May 15, 2026, at the Gwinnett County Financial
Services - Purchasing Division – 2nd Floor, 75 Langley Drive, Lawrenceville, Georgia 30046. Any bid received after this
date and time will not be accepted. Bids will be publicly opened and read at 3:00 P.M.

A pre-bid conference is scheduled for 10:00 A.M. on April 23, 2026, at the Gwinnett County F. Wayne Hill Water
Resources Center Conference Room located at 1500 One Water Way, Buford, GA 30519. All contractors are urged to
attend. Questions regarding bids should be directed to Anna West, Purchasing Associate II, at
Anna.West@GwinnettCounty.com or by calling 770-822-7862, no later than April 28, 2026. Bids are legal and binding
upon the vendor when submitted. All bids should be submitted in duplicate.
All suppliers must submit with bid, a bid bond, certified check or cashier's check in the amount of five percent (5%) of
the total bid. Failure to submit a bid bond with the proper rating will result in the bid being deemed non-
responsive. Successful supplier will be required to meet insurance requirements, submit a one hundred percent
(100%) performance bond and a one hundred percent (100%) payment bond. Insurance and Bonding Company should
be licensed to do business by the Georgia Secretary of State, authorized to do business in Georgia by The Georgia
Insurance Department, listed in the Department of Treasury's Publication of Companies holding Certificates of
Authority as Acceptable Surety on Federal Bonds and as acceptable reinsuring companies. The bid bond, payment
bond, and performance bond must have an A.M. Best rating of A-7 or higher.

be split or awarded in entirety. Gwinnett County reserves the option to negotiate terms, conditions and pricing with
the lowest responsive, responsible vendor(s) at its discretion.

SCOPE OF WORK:
F. Wayne Hill Water Resource Center (FWHWRC) is experiencing issues with the Heating
Ventilation Air Conditioning (HVAC) equipment that services the Operations Building. The building
and HVAC systems were installed in 2002. Two of the Air Handling Units (AHU) are located in a
mechanical room on the ground level and are accessible through double doors. The third unit is
located on a mezzanine floor space above the laboratory and is only accessible using a vertical
fixed mounted ladder through an approximate 30” by 30” opening in the mezzanine floor. All units
are supplied with chilled water from a chilled water system located outside the building.
An assessment of the system performance and operation of the equipment was completed in
April 2024. The assessment highlighted the underperformance of three AHUs and the fan
powered terminal units. Concerns related to the chilled water capacity and pump control were
also noted. Further, the assessment revealed control and communication issues with the existing
Carrier iVue DDC automated control system. It was also highlighted that most of the equipment
has reached the end of its useful life.
In order to restore the HVAC system to provide the required conditioned space within the
Operations Building, Gwinnet County require replacement of the existing Control System, three
HVAC/AHU units, all the Variable Air Volume (VAV) Terminal Units and the two chilled water
pumps. The two accessible AHUs are to be removed and replaced in their current locations. The
third AHU is to be demolished into small pieces for removal through a manway access, and the
replacement unit relocated to the Warehouse to provide better access for future repair and
maintenance. The two chilled water pumps and their appurtenances are to be replaced.
Bids are requested for the supply and complete installation of replacement equipment and all
modifications to the existing equipment pads, ducting, chilled water pipes, drains, electrical and
control connections required for the complete operation, control and monitoring of the systems
within the Operations Building. The location of FWHWRC is 1500 One Water Way, Buford, GA
30519. The location of the Operations Building is shown in Figure 1.

A critical component of this project is the Operations Building will be in use and occupied 24/7
during construction and work will need to be carried out with no interruptions to plant operations.
The Contractor will be responsible for setting up temporary cooling units to maintain the building
temperatures during the work.
Bids are requested for the following services:
1. Supply of all information requested on this bid.
2. Site visit to confirm any measurements prior to preparation of the shop drawings.
3. Assessment of the existing electrical connections to ensure they are rated for replacement
equipment.
4. Submission of specified submittals for approval prior to ordering equipment and materials.
5. Procure, deliver and install the following replacement equipment:
o Chilled Water Pumps and Trim (pressure gauges and triple duty valves)
o Air Handling Units
o Automated Controls
o VAVs
o Ducts and piping
o Electrical equipment
o Dampers
6. Modifications to existing ducts, pipework electrical systems and control systems and
structures and installation of the replacement equipment and all ancillaries.
7. Provide a manufacturing and delivery schedule and provide monthly progress updates.
8. Coordination and delivery to FWHWRC, 1500 One Water Way, Buford, GA, 30519.
9. Provision of temporary cooling.
10. Start up assistance and Owner training.
11. Provision of Operating and Maintenance manuals.
The scope of work is detailed in Attachment 1. Project Drawings and Specifications are provided
in Attachments 2 and 3 respectively. Record drawings are provided in Attachment 4.
The following information sheets should be submitted with the bid.
1. Make, model, and weight of each component.
2. Manufacturer’s catalog information, descriptive literature, specifications, and materials of
construction.
3. Complete description of equipment and other ancillary items.
4. Plan and section views of equipment and dimensional tolerances required for installation
and maintenance.
5. A complete listing of materials.
6. Drawings of AHU and VAV.
7. Manufacturer Certificate of Compliance with materials specifications shall be submitted
prior to shipment of the equipment. The certificate shall certify that materials,
manufacturer, and final product conforms to or exceeds specified requirements and intent
for which the product will be used. Submit supporting reference data, affidavits, and
certificates as appropriate. The certificate may reflect recent or previous test results on
material or product, acceptable to the Engineer.

PRELIMINARY CONSTRUCTION SCHEDULE
The Operations Building will be occupied during the project as essential activities are required to
be maintained to keep the facility operational. Disruption to normal plant operation and
occupation of the different space is to be minimized. Coordination with Owner’s Plant staff is
required to establish an overall work sequencing and schedule for each element of the work. A
preliminary work sequence is proposed below for information purposes and to enable contractors
to consider the most efficient work sequence and schedule that will be acceptable to operations
staff and minimize the need for temporary cooling.
1. Replacement of the chilled water pumps to maintain supply to AHU units.
2. Replacement of one HVAC system (serviced by a single AHU and all associated VAVs,
ducts, pipes, electrical etc.) at a time. One system can be taken out of services and replaced
whilst the two other systems remain in operation: Once the system has been replaced and
is returned to operation, the next system can be taken out of service. This will allow partial
cooling during the work.
