The Gwinnett County Board of Commissioners is soliciting competitive sealed bids from qualified contractors for the
Replacement of Particle Counters at the Lanier and Shoal Creek Filter Plants for the Department of Water Resources.
Bid Submittal Date and Location:
Bids should be typed or submitted in ink and returned in a sealed container marked on the outside with the BL# and
Company Name. Bids will be received until 2:50 P.M. local time on May 8, 2026 at the Gwinnett County Financial
Services - Purchasing Division – 2nd Floor, 75 Langley Drive, Lawrenceville, Georgia 30046.. Any bid received after this
date and time will not be accepted. Bids will be publicly opened and read at 3:00 P.M.

A pre-bid conference is scheduled for 10:00 A.M. on April 16, 2026, at the Gwinnett County Lanier Filter Plant
Conference Room, located at 2590 S. Waterworks Road, Buford, GA 30518. All contractors are urged to attend.
Pre-Bid Substitutions:
Submit requests to include products of Manufacturer’s not listed as acceptable Manufacturers under Section 40 91
02.01 to Purchasing no later than 3:00PM, April 16, 2026. Provide all the information required for a substitution
including but not limited to technical data sheets and any other documentation to show equivalence. Gwinnett County
Purchasing will issue Addenda as appropriate if any of the proposed substitutions to the Manufacturer’s list are
accepted or denied. A Bid submitted with manufacturers not included in the manufacturers list, except as modified by
Addenda, will be considered non-responsive.

upon the vendor when submitted. All bids should be submitted in duplicate.
Successful contractors will be required to meet insurance requirements. The Insurance Company should be authorized
to do business in Georgia by the Georgia Insurance Department and must have an A.M. Best rating of A-7 or higher

Award will be made to the contractor submitting the lowest responsive and responsible bid. Gwinnett County reserves
the right to reject any or all bids to waive technicalities and to make an award deemed in its best interest. Bids may
be split or awarded in entirety. Gwinnett County reserves the option to negotiate terms, conditions and pricing with
the lowest responsive, responsible vendor(s) at its discretion.
Award notification will be posted after award on the County website, www.gwinnettcounty.com and companies
submitting a bid will be notified via email.

SECTION1: SCOPE OF WORK
1. Procure and install replacement particle counters as specified. Gwinnett County
Department of Water Resources (GCDWR) is requesting replacement units be Particle
Counter PC3400 manufactured by Chemtrac or approved equal.
2. Supply all information requested on this bid.
3. Replacement particle counters should be installed in the locations of the existing particle
counters with minimal structural, communications, or electrical power modifications.
Particle counter configuration should be compatible with the existing water connections.
a. Modify electrical power supply at Shoal Creek Filter Plant (SCFP) instrumentation
racks as needed to suit replacement units.
4. Drawings showing the location of the existing particle counters that are to be replaced at
Lanier Filter Plant (LFP), and photos of the existing particle counters are shown in
Attachment 1 to assist the contractor in assessing installation requirements of
replacement particle counters. Drawings and photos of the existing particle counters at
SCFP are shown in Attachment 2 to assist the contractor in assessing installation
requirements of replacement particle counters.
5. Contractor representative to visit site to field verify and ensure that proposed replacement
equipment will match existing installation, prior to submitting equipment submittals.
Confirm that the existing instrumentation rack location can be reused or modified for the
replacement particle counters to be mounted in existing area.
6. The intention is to
a. Replace twelve (12) particle counters in the LFP filter buildings and provide one (1)
new particle counter as a spare to keep at LFP warehouse.
b. Replace six (6) particle counters in the SCFP filter building.
7. Supply all material and services for the 13 particle counters at LFP and 6 particle counters
at SCFP in accordance with specifications.
8. Replacement of the particle counter units will be done one filter at a time. Contractor
should demonstrate that each installed unit is operating correctly and has been calibrated
before removing the next unit for replacement.
9. GCDWR may assist contractor with Lock-Out Tag-Out (LOTO) of existing particle counters
prior to work commencement.
10. GCDWR may assist contractor with isolating flow to the existing particle counters prior to
removal and introducing flow to the replacement units.
11. The contractor should disconnect existing units from power, communications, existing
influent/effluent flow tubing.
12. The contractor should remove existing units and dispose of the removed units off-site.
13. The contractor should install replacement units as specified.
14. The contractor should provide startup services.
15. GCDWR to perform any modifications to the SCADA system needed.

Bids are requested for the following services and should be provided upon request:
1. Supply of all information requested on this bid.
2. Supply of particle counters, 4-20mA output boards, and all components to match
existing installations.
3. Complete design of any minor modifications to enable installation after removal of the
existing particle counters.
4. Provide a manufacturing and delivery schedule and provide monthly progress
updates.
5. Coordination and delivery of equipment to LFP and SCFP. Assembly of particle
counters and components.
6. Installation and start up services. Note that it is intended to undertake the work at one
plant at a time and the installation at each plant should be completed within the
number of weeks listed below to minimize process interruptions. There will be a one
week period between completion of the work at one plant and commencement of the
installation at the next plant to ensure the completed installation is operating correctly.
The start dates should be agreed upon with Plant staff.
a. Lanier Filter Plant: 2 weeks
b. Shoal Creek Filter Plant: 1 week
7. During each process interruption, GCDWR will isolate the flow to the work area. The
remainder of the facility will be in operation.
8. Provision of Contractor’s Certificate of Compliance
9. Provision of Contractor’s Certificate of Proper Installation.
10. Provision of Manufacturer’s Warranty.
11. Provision of two hard copies and one electronic copy (in searchable PDF format) of
Operating and Maintenance instructions for all components, including shop drawings
of equipment, spare parts list, preventative maintenance schedule, and
troubleshooting information.
12. Supply of specified spare parts and special tools for future maintenance.

following specifications are applicable:
