NOTICE OF SINGLE SOURCE TO THE PUBLIC
Shelby County Government has identified a single source purchase for the goods/services as
listed below. This notice is not a request for bid, proposal, or qualifications.
Single Source - GWIZ Subscription and Implementation
The identified vendor will:
The purpose of the project is to enhance the customer's experience on the Develop901 Citizen
portal by integrating a permit guide and/or wizard into the site that aids the customer in
navigating through the various permitting and regulatory requirements based on information
entered about the customer's need or project type.
The enhanced site should incorporate streamlined content, decision trees, intelligent agents,
and/or links to materials and tutorials. The goal is to decrease false starts with the incorrect
permit application type and decrease calls regarding site navigation and application type
decisions.
The identified vendor will:
1. Provide subscription to Gray Quarter Wizard Subscription and implementation to
support permitting process (per year).
2. Implement subscription to a web-based tree/wizard interface that will
a. Enhance customer's way finding experience on the Develop901 Citizen portal
and navigation through the various permitting and regulatory requirements.
b. Reduce errors in the application process.
c. Base subscription should include unlimited decision trees, and integration
with Accela and with GIS.
Procurement Timing/Deadlines:
1. Services to be rendered through the end of the fiscal year for 2027 (June 30, 2027).

In accordance with Shelby County's Purchasing policy, notice of single source will be posted on
the County's website for seven (7) business days prior to award.
