Bid Opening: Publicly opened at the SEDA-COG Board Room
Submission Method: 3 hard copies, sealed and clearly marked
“Engineering Services Quotation”
No faxed or emailed submissions accepted
Demolition of a condemned, vacant structure at 429 & 431 E 3rd Street and full restoration of the lot per Borough specifications. Work includes:
Property inspection and hazardous materials assessment
Compliance with PA asbestos abatement and demolition regulations
No redevelopment or reuse planned
Funded by a Community Development Block Grant (CDBG)
Design Phase:
Full architectural and engineering plans
Demolition plans, permitting, specs, and cost estimates
Meeting attendance (4 design + 4 preconstruction)
Bidding Phase:
Prepare complete bid documents and legal ads
Coordinate up to 10 bid package distributions
Manage contract award process (notices, agreements, closeout)
Construction Supervision:
Minimum two (2) site visits + final inspection
Review shop drawings, submittals, and payment requests
Prepare and deliver “As Built” plans (1 hard copy + 1 digital)
All permit fees are to be paid by the Engineer and included in the quote.
Surveys, environmental, SHPO, or archaeological reviews are excluded.
Kick-off + 2 development sessions
Final design presentation/approval
Pre-bid and bid opening (optional)
Preconstruction conference
Additional meetings must be listed with costs on the estimate form.
Standard Engineering Estimate Form
Design schedule with key milestones
List of subconsultants (if any)
Opinion of probable construction costs at preliminary and final design phases
Final plans/specs for Borough approval
Engineer to sign Professional Services Agreement with the Borough
Lump sum contract includes all fees and reimbursables
Monthly invoicing based on percent complete
Payment contingent on DCED fund disbursement
MBE: 5%
WBE: 3%
Applies to federal projects over $200,000
While Section 3 does not apply to professional services, participation and assistance in Section 3 compliance are encouraged.
Quotations will be evaluated based on:

Relevant experience and past performance
Quality of previous work
Resources and record of timely project delivery
Cost
Commitment to MBE/WBE participation
Completed Standard Engineering Estimate Form
At least two (2) similar project references (last 3 years)
MBE/WBE certification (if applicable)
MBE/WBE Solicitation & Commitment Statement
Professional Liability Insurance coverage limits
The Borough of Mount Carmel reserves the right to reject any or all quotations or waive irregularities.
