Project Description: PART I - INVITATION FOR BIDS
The City of Sunbury will receive sealed bids for “CITY OF SUNBURY 2026 PAVING Projects” via the PennBid Program (http://pennbid.bonfirehub.com) until Thursday September 17, 2026, at 2pm, at the City of Sunbury DPW Building at 420 South 10th Street, Sunbury, PA, 17801, at which time and place bids will be publicly opened and read aloud.
The project consists of the following: demolition, excavation, paving base repair, stone subbase, milling, asphalt paving overlay, asphalt paving etc.
A non-mandatory Pre-Bid Meeting will be held for prospective bidders at City of Sunbury DPW Building 420 South 10th Street, Sunbury, PA 17801 on Thursday September 10, 2026, at 2 pm.
Bidding Documents are available at no cost via the PennBid program. Bidders shall submit all questions about the meaning or intent of the Bidding Documents via the “Messages/Vendor Discussions” feature in PennBid no later than five (5) days prior to the date of receipt of.
A certified check or bank draft payable to the order of The City of Sunbury, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid.
A Performance and Payment Bond in an amount equal to 100% of the contract and issued by a corporate surety authorized to do business in the Commonwealth of Pennsylvania will be required to be furnished by the successful bidder.
Compliance with Act 127 of 2012 requiring all contractors and subcontractors to use e-Verify for verification of employment eligibility for all employees will be required. Verification form shall be provided to the City of Sunbury as a precondition of being awarded a contract.
The Pennsylvania Prevailing Wage and Related Acts apply to this Project.
Bids may be held by the City for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. The City reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts.
The project is locally funded with the City’s Liquid Fuels Funds and subject to all related State regulations.
Awards shall be made only to responsible bidders that possess the potential ability to perform successfully under the terms and conditions of this procurement. Consideration shall be given to such matters as bidder integrity, compliance with public policy, record of past performance and financial and technical resources when determining responsibility.
