CITY OF SANDERSVILLE REQUEST FOR QUALIFICATIONS ENGINEERING SERVICES Date: October 28, 2025 Background: The City of Sandersville is in the process of applying for a Community Development Block Grant Application for funding to assist with public infrastructure improvements in a low-income target area. The City is seeking an engineering firm with broad experience to provide design and construction supervision for this project that will utilize funds primarily from the CDBG grant program, if awarded. These grants are funded by the federal government and administered at the state level by the Georgia Department of Community Affairs. Therefore, all activities must be performed in strict adherence to applicable federal and state regulations. All project activities will be coordinated with the City of Sandersville City Manager, Public Works Department, and City Commissioners. Project Title for Identification Purposes: City of Sandersville CDBG Application Scope: The initial work documents required of the selected firm will consist of the preparation of the preliminary engineering report (PER), including cost estimates. The draft PER is due February 2, 2026. The PER must be prepared in close communication with Sandersville City Staff and the CSRA Regional Commission. Floyd, Director of Local Government Services who can be reached at (706) 210-2015 or by e-mail at afloyd@csrarc.ga.gov Information which should be submitted for evaluation is as follows: 1) History of firm and resources capabilities 2) Key personnel/qualifications 3) Current workload 4) CDBG Engineering Experience or Experience with similar projects and list of references 5) Fee (As a Percentage) for the Design and Construction Management Services. The draft PER would be needed no later than February 2, 2026, at no cost to the City. 6) Errors and Omissions Insurance 7) Completed Statement of Qualifications Form 8) Section 3 Packet (Only Submit with your Qualifications if you are claiming Section 3 Status.) All contracts are subject to Federal and State contract provisions prescribed by the Georgia Department of Community Affairs. This project is covered under the requirements of Section 3 of the HUD Act of 1968, as amended and Section 3 Businesses are encouraged to apply. The City of Sandersville also abides by the following laws as they pertain to HUD Assisted Projects: Title VI of the Civil Rights Act of 1964; Section 109 of the HCD Act of 1974, Title 1; Title VII of the Civil Rights Act of 1968 (Fair Housing Act); Section 104(b)(2) of the Housing and Community Development Act of 1974; Section 504 of the Rehabilitation Act of 1973 as amended; Title II of the Americans with Disabilities Act of 1990 (ADA); and the Architectural Barriers Act of 1968; and the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (“IIJA”), Pub. L. 177-58. To be considered, 3 copies of the Request for Qualifications packet must be received by 4:00 P.M., Tuesday, December 2, 2025.
