Notice of Intent to Release
To all interested parties:
The Iowa Department of Health and Human Services (the Agency) is providing this
notice of intent to release one or more requests for proposal (RFP) on or around
February 2026; to procure Combat Cancer Health Hubs Contract(s). This procurement
is for establishing the framework for hub and spoke networks of care for the delivery of
cancer care in Iowa. The Agency anticipates that this work may include forming rural
provider strategic partnerships, advancing telehealth, establishing referral networks and
agreements (particularly among non-affiliated provider organizations), provider
recruitment, equipment purchases and associated minor renovations, and other funds
needed to establish or advance the provision of cancer care at spoke sites providing
routine cancer care and hub sites providing specialty care and advanced cancer care.

The RFP for the Combat Cancer Health Hubs, RFP # PHTHOCC26756, that the
Agency anticipates releasing on or around February 2026, will be posted to IowaGrants.
The following is a tentative timeline for the RFP; these dates are estimates and are
subject to change:
March 2026: Question and answer period after release of the RFP
Late March 2026: Deadline for bid proposals.
Mid-May 2026: HHS to award contract(s)
June 2026: Contract begins.
