Notice to Contractors
The Great Rivers Greenway District (District), the Developer, is soliciting sealed bids for St. Vincent Greenway - 187B (Phase 3) in the
cities of Pagedale and Wellston, Missouri.
The proposed work includes the extension of the St. Vincent Greenway in the cities of Pagedale and Wellston, MO from the existing
endpoint at Plymouth Ave and Robert L Powell Place to Page Ave and from Pagedale City Hall to 70th St. ending on the south side of
St. Charles Rock Road. Improvements include trail construction, wayfinding signage, parking stalls, grading and drainage, sewers,
curbs, and landscaping.
Bids may be submitted electronically until 1:00 P.M. prevailing Central time, August 14, 2026 via the Bid Express website at
bidexpress.com. Sealed bids, addressed to Great Rivers Greenway, 3745 Foundry Way, Suite 253, St. Louis, Missouri 63110, for the
proposed work will be received by Great Rivers Greenway until 1:00 P.M. (prevailing Central time) on August 14, 2026, at the office
of Great Rivers Greenway, and at that time will be publicly opened. The bid opening can be attended virtually via the following zoom

Questions should be submitted via Bid Express. All requests for clarification on these bidding documents must be received in writing
by August 5, 2026 at 5:00 PM prevailing Central time. All requests for clarification will be answered via Bid Express by August 7,
2026 at 5:00 PM prevailing Central time.
A Pre-Bid Conference will be held on July 30, 2026 at 2:00PM prevailing Central time in Great Rivers Greenway offices at 3745
Foundry Way, Suite 253, St. Louis, MO 63310. This conference can also be attended virtually via the following zoom link:

All documents necessary to submit a bid will be available via the Bid Express website including plans, specifications, and bid packages
beginning Friday, July 24, 2026. Hard copies of the Bid Documents can be obtained starting July 24th from Cross Rhodes
Reprographics, 2731 S Jefferson Ave, St. Louis, MO 63118, (314)678-0087. The Contractor is responsible for the drawing costs.
All labor used in the construction of this public improvement shall be paid a wage no less than the prevailing hourly rate of wages of
work of a similar character in this locality as established by the Department of Labor and Industrial Relations (Federal Wage Rate), or
state wage rate, whichever is higher.
The Great Rivers Greenway District hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant
to this advertisement, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded full
opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion,
creed, sex, age, ancestry, or national origin in consideration for an award.
All bidders must be on MoDOT's Qualified Contractor List per Section 102.2 from the current version of the Missouri Standard
Specifications for Highway Construction, including all revisions. The contractor questionnaire must be on file 7 days prior to bid
opening. Contractors and sub-contractors who sign a contract to work on public works projects provide a 10-Hour OSHA construction
safety program, or similar program approved by the Department of Labor and Industrial Relations, to be completed by their on-site
employees within sixty (60) days of beginning work on the construction project.
A certified or cashier's check or a bid bond in the amount of 5% shall be submitted with each proposal.
The Great Rivers Greenway District reserves the right to reject any or all bids.
The DBE Goal for this project is 0%.
