This addendum is issued to reflect the following immediately. It shall be the responsibility of
interested Offerors to adhere to any changes or revisions to the RFP as identified in this Addendum
No. 1. This documentation shall become permanent and made part of the departmental files.

The RFP states that applicable preference points are awarded when the
“Offeror” submits a valid New Mexico Resident/Native American Resident
Business Certificate, Resident Veteran/Native American Veteran Business
Certificate, and/or Santa Fe County Business Certificate. If a non-resident
Prime Contractor partners with or subcontracts a portion of the Scope of Work
to a firm holding a valid applicable certification, would the Prime’s proposal
be eligible to receive the corresponding preference points? If so, please clarify
any minimum subcontracting percentage, level of participation, or other
requirements that must be satisfied for the preference to apply.
No. Preference points apply only if the preference is issued in the Prime
Offeror’s business name.
What data systems, databases, reports, dashboards, and other data sources will
be made available to the Independent Evaluator? Will the County provide
direct access to the CONNECT platform and other applicable data systems, or
will data be provided through reports/files by the County or participating
providers?
Reports with metrics will be provided by each partner. CONNECT data can be
provided in aggregate as appropriate.

To what extent will the Independent Evaluator be responsible for obtaining
data directly from funded providers and regional partners versus relying on the
Accountable Entity/County to obtain and provide the required data?
Santa Fe County will properly introduce and fully involve the Evaluator with
the applicable partners in order to relationship-build. The expectation is that
the Evaluator will collect data directly from the applicable partners, but always
with a courtesy copy to the Accountable Entity.
Is there an estimated or maximum budget available for this procurement for
FY27, FY28, and FY29 that the County can disclose to Offerors?
The total contract for the three-year term will not exceed $300,000.00,
exclusive of NM GRT.
Will the County permit annual adjustments to hourly rates or other costs for
FY28 and FY29, or should Offerors submit fixed rates for the entire three-year
contract term?
Offerors should submit fixed rates for the entire three-year contract term.
Does Santa Fe County / Region One anticipate the need for translation or
interpretation of research materials or reports into languages other than
English, and should that be included in the evaluation budget?
Yes, cultural sensitivity and appropriateness is required within Region One.
To what extent will Santa Fe County / Region One facilitate Contractor access
to the data sources referenced in the Scope of Work (CONNECT platform,
provider reports, state/county indicator data)? Are centralized data systems
already in place?
Reports with metrics will be provided by each partner. CONNECT data can be
provided in aggregate as appropriate.
Are incentives for qualitative data collection allowed, and if so, is there a cap
on the allowable amount per participant?
No.
May a newly established prime offeror demonstrate technical competence,
specialized experience, capacity, and past performance through comparable
work previously performed by its owners, key personnel, or named
subcontractors in prior employment, consulting, independent-contractor, or
business-owner roles? If so, how should this experience be attributed and
documented, and may clients from those projects satisfy the three-referenced
requirement?
Yes. Give a brief explanation of Past Performances and yes, clients from those
projects satisfies the three (3) reference requirement.

May an organization that received legitimate comparable services serve as a
client reference when it has shared ownership, management, or another
affiliation with the offeror or proposed personnel, provided the relationship and
the individual responsible for the work are fully disclosed?
Yes.
How does the County define a ‘major subcontractor’? Which proposed
independent contractors must be names, and what supporting information must
be submitted for them, such as resumes, qualifications, references,
commitment letter, licenses, insurance, and conflict disclosures? May
personnel be added or replaced after award with the County’s prior written
approval?
A ‘major subcontractor’ will perform a substantial or critical portion of the
Scope of Work, provide specialized expertise essential to contract
performance, or have primary responsibility for a key project component or
deliverable. Evaluation Criteria #1 requests staff information. Personnel issues
may be discussed with the successful offeror.
What current or previous relationship would constitute an actual or perceived
conflict for the evaluator, its owners, personnel, or subcontractors, including
work with Region One governments, funded providers, CONNECT, the State,
or other participating entities? Is there a required disclosure lookback period?
There is no established required disclosure lookback period.
Please confirm that the evaluator will evaluate Behavioral Health Region One
and its 14 participating governments, rather than all 13 statewide regions. Will
statewide coordination or comparison be required, and approximately how
many funded providers, programs, participants, partner organizations, data
systems, and reporting entities should offerors use when estimating the annual
workload?
Evaluator will evaluate Behavioral Health Region One and those participating
governments only, in addition to the applicable service contracts. Coordination
with the state is limited to following their reporting requirements.
What plans, logic models, performance measures, baseline and historical data,
data dictionaries, reporting templates, prior reports, and statewide guidance
will be provided? Will the County facilitate introductions, data requests, and
cooperation from participating governments, providers, CONNECT, and other
partners?
As listed in the RFP, logic models and reporting requirements have been
provided and shall be utilized throughout the reporting period. The County will
properly introduce and fully involve the Evaluator with the applicable partners
in order to relationship-build. The expectation is that the Evaluator will collect
data directly from the applicable partners, but always with a courtesy copy to

Will the evaluator or its subcontractors receive personally identifiable,
protected-health, or participant-level information? If so, what security
standards, training, background checks, business-associate agreements, data-
use agreements, Tribal approvals, or separate data-governance procedures will
apply, and will the County assist with securing the required agreements?
No.
Does the County require specific evaluation methodologies, statistical
methods, Results-Base Accountability measures, equity analyses, or state-
established performance indicators? Are there minimum education,
certification, licensure, location, or experience requirements for evaluators,
staticians, data analysts, dashboard developers, or other personnel?
The Evaluator must follow the State’s Evaluation Guidelines Section B.2. page
24 regarding experience requirements using the following link:

Will the County provide an existing dashboard platform, or should the offeror
budget for development, licensing, hosting, security, and maintenance? Does
the County expect one consolidated regional dashboard or separate views by
program, provider, government, priority area, population, or funding phase,
and who will maintain the system after the contract ends?
The County would expect one consolidated regional dashboard that can be
built out in its Power BI or other appropriate platform. However, the submitting
offeror is invited to share their suggestions.
Can the County provide anticipated due dates for quarterly dashboards and
reports, annual reports, the Early Access evaluation, and the final report? How
many meetings should offerors budget to attend in-person per year, where will
they ordinarily occur, and may routine meetings and technical-subcontractor
participation occur virtually?
Routine meetings may occur remotely. In person meetings may occur as
needed or otherwise appropriate, likely not more than four per year. Quarterly
reports should be submitted approximately ten (10) days after the close of each
quarter, annual and final reports the same (i.e., ten days after the close of the
year and ten days after the close of the term).
The RFP describes a three-year project, while the sample agreement contains
an initial one-term year with extensions by amendment. Should offerors submit
estimated hours, line-item costs, and personnel rather separately for Years 1,
2, and 3? Is there an anticipated annual or total not-to-exceed budget, and may
offerors propose a fixed annual rate escalation for Years 2 and 3?

Should the cost proposal organize estimated hours and expenses by position,
task, deliverable, and contract year? Please clarify whether New Mexico gross
receipts tax, travel, subcontractors, software, dashboard licensing,
cybersecurity, and data-management tools should be included in hourly rates
or listed separately, as well as whether payment will be based on monthly time-
and-materials invoices, completed deliverables, or another structure.
Yes. New Mexico Gross Receipt Taxes must be included for all line-items.
Please refer to the answers to questions 4 and 5.
Based on your approved plan, you have $150,000 identified for the solicitation
of an independent evaluator. Although the RFP did not specify an amount, are
you looking for a budget within the $150,000 and if so, is that per year or for
the totality of the 3 years?
$50,000 per year was originally anticipated by the Region, later adjusted to
align with answers to questions 4 and 5.
Are there existing data sharing agreements in place with each of the sovereign
nations to support this work or will agreements need to be established and
executed with each nation and the awarded vendor?
Yes, for those participating.
In regard to the intended outcomes identified for each of the 5 priority areas, is
this data already being collected? If so, what format is this information
collected how will that be made available to the awarded vendor? If this data
is not already collected in CONNECT or otherwise, are you looking to the
awarded vendor to design that data collection process as Priority 4 to expand
CONNECT is underway?
Data collection for the Regional Plan cannot commence until the GSA with the
State is fully executed and Evaluator is in place. The awarded vendor is
expected to design the data collection process.
Regarding the requirement to coordinate with all funded providers and partners
to ensure consistent data submission, is there already a Technical Assistance
Data Management (TADM) model in place, or is this something the contracted
Evaluator is expected to develop and implement?
The successful offeror is expected to develop and implement the TADM
model.
Regarding the requirement to integrate reports from multiple data sources, is
there an estimated number of data systems that will need to be integrated?
No, and if so, not more than 10 will need integration.
Under the Insurance Requirements section, item 2 – Is the offeror required to
have Santa Fe County named as additional insured on the policy at the time of
RFP submission?
No.
