ADDENDUM No. 1
Bid No. 26-27/04, Medium Voltage Cables
This Addendum modifies the original Bid documents for the above referenced Bid. Acknowledge
receipt of this addendum in the space provided on Bid Form (Attachment 2). Failure to do so may
disqualify your bid.
The following questions were submitted by the deadline and are answered in this addendum:
1) Question: The Instructions to Bidders state that Bid Security and Performance Bond
requirements apply only if the applicable box is checked. The boxes appear unchecked, while
the Bid Form still contains fields for Bid Security. Please confirm whether a Bid Bond/Bid
Security and/or Performance Bond are required for this solicitation.
Response: The Bid Security/Bid Bond and Performance Bond are not required for this
solicitation. As stated in the Instructions to Bidders, these requirements apply only when the
applicable boxes are checked.
2) Question: The Bid Form requires bidders to confirm that the bid is valid for 45 days, while the
Instructions to Bidders state that an award may be recommended within 60 calendar days
after bid opening. Please clarify the required price-validity period.
Response: The required bid validity period for Bid No. 26-27/04 is forty-five (45) calendar
days.
3) Question: The specifications list:
a. 2,250 feet of 5/8kV 1/C 500 Kcmil CU MV-105 133% EPR, in three 750-foot cuts
b. 750 feet of 4/0 AWG THHN/THWN-2 stranded copper, green
However, the Instructions to Bidders state that quantities are approximate and may be
increased or decreased. Please confirm whether these quantities become firm upon issuance
of the Purchase Order, particularly because the required 750-foot cable cuts may be specially
manufactured or non-returnable.
Response: The quantities on the bid document are firm.
4) Question: The solicitation permits other public agencies to purchase under the awarded
pricing and also allows the Port to purchase additional quantities. Please clarify how long
the awarded unit pricing must remain valid for piggyback purchases and additional Port
purchases.
Answer: Only if the bidder can honor or extend the submitted bid price through the end of
the Port's current fiscal year, which ends on June 30, 2027, for this bid.

5) Question: For the specified 5/8kV 1/C 500 Kcmil CU MV-105 133% EPR cable, please confirm
whether there are any additional mandatory requirements regarding:
a. conductor construction/stranding,
b. insulation thickness,
c. conductor shield,
d. insulation shield,
e. metallic shielding,
f. jacket material/color,
g. manufacturer or approved manufacturer list,
h. or specific manufacturer part number.
Response: No additional mandatory requirements.
6) Question: Does the living wage requirements called out apply since there are no on-site
services for installation?
Response: The Living Wage Self-Evaluation checklist states that a contract is covered only
if it is "for service other than the delivery of products, equipment or commodities." This bid
is for the supply and delivery of medium voltage cables and does not include on-site
installation services, it would not be considered a covered service contract.
All bidders are still required to submit Attachment 7, Statement of Living Wage
Requirements, with their bid acknowledging the Port's Living Wage requirements
7) Question: On the Bid Form (Page 3 of 4) it asks is ''Bidder is an Authorized Dealer or Reseller
of the listed products''. However, Page 17 of 38 under Supplier section it says - ''Supplier
(sometimes referred to on the Ports website or in other materials related to the Purchase
Order as ''seller'', ''lessor'', ''vendor''', ''contractor'') is an independent contractor and not an
officer, employee or agent of the Port. My question: I am not an authorized dealer or reseller
but an electrical contractor. Can I still bid this job?
Response: The Bid Form (page 3 of 4) requires bidders to certify whether they are an
Authorized Dealer or Reseller of the listed products and requires bidders to confirm that all
manufacturer products offered have been or will be sourced directly from the
manufacturer or through the manufacturer's authorized channels only.
There are no other changes to Bid No. 26-27/04.
