Eagle County is soliciting proposals for construction of the Eagle Valley Trail From Horn Ranch to Wolcott Phase 2. The objective of the request is to select a highly-qualified General Contractor (GC) firm to provide Construction Services as described in the Request for Proposals (RFP).
Project purpose is to construct all components of proposed improvements of the Eagle Valley Trail including the paved trail, earthwork, culverts, trail signs and all other components necessary to construct a quality trail in accordance with all permit requirements, construction documents, and applicable regulations.
Construction is expected to begin in the spring of 2026 and be completed by June 24, 2027. The contractor will work with Eagle County to complete the project in a reasonable amount of time. Actual construction schedule will depend on weather, permit restrictions, ground conditions, value engineering, schedule phasing efficiency, and other factors. Funding will not restrict the schedule.
Eagle County will manage the construction contract.

A mandatory pre-proposal meeting for all respondents who wish to submit proposals will take place on Thursday, March 12, 2026 at 2:00 pm at the CDOT Maintenance Yard in Wolcott, CO. This location is on U.S. Highway 6, approximately 1/4 miles west of the State Highway 131 intersection. Failure to attend will result in proposal disqualification.

I. OBJECTIVE OF THE REQUEST
The objective of the request is to select a highly-qualified General Contractor (GC) to provide
Construction Services for the construction of improvements of the Eagle Valley Trail Horn Ranch to
Wolcott Phase 2 Segment as defined in the following sections.

II. PROJECT SUMMARY
The purpose of the Project is to construct all components of proposed improvements of the Eagle
Valley Trail Horn Ranch to Wolcott Phase 2 Segment, including the paved trail, earthwork,
retaining walls, railings, signs, and all other components necessary to construct a quality trail in
accordance with all permit requirements, construction documents, and applicable regulations.
Construction is expected to begin as early as practical, in May or June of 2026, and to be
completed by Thursday, June 24, 2027. The contractor will work with Eagle County to complete
the project in a reasonable amount of time. The actual construction schedule will depend on
weather, permit restrictions, ground conditions, value engineering, schedule phasing efficiency,
and other factors. Funding will not restrict the schedule.
Eagle County will manage the construction contract. The sample contract provided herein in
Section X is provided as an example only and is subject to change at Eagle County’s sole
discretion.

III. PROJECT SCHEDULE
Proposal Due:
At or before 2:00 p.m. on Thursday, April 9, 2026
The final project schedule is not certain at this time; however, it is Eagle County’s intent to select
a Construction Firm by Monday, April 13, 2026. It is anticipated that construction services will
commence as soon as practical, in May or June of 2026, and all components will be completed
and ready for County occupancy by Thursday, June 24, 2027.
