This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Responses to this Sources Sought Announcement must be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential businesses interested and capable of providing the services described below.
Background:
The Puget Sound VA Medical Center Nutrition & Food Services, located in Seattle, WA is seeking a contractor to provide delivery & installation of two Electric 10-Full-Size Sheet Pan Combi Ovens (Alto-Shaam Prodigi Pro 10-10 (E) or equivalent). The Ovens must meet the salient characteristics below:

The ovens shall have maximum dimensions of 4 W x 3 6 D x 6 3 H.
The ovens shall have a minimum capacity to hold 10 full-size sheet pans.
The ovens must have four legs or a stand with four legs so that the ovens are at least two feet off the ground to allow for ergonomic operation & easy cleaning underneath the equipment.
The ovens must meet National Sanitation Foundation (NSF) requirements & only be constructed from Food & Drug Administration (FDA)-approved materials.
Interior & exterior surfaces must be made from stainless steal to allow for easy cleaning.
Oven doors shall have glass panes to observe food in cooking chambers.
The ovens must have 440-480v/50/60/3-ph, 26.9-29.4 amps.
The ovens must have Turbo Mode & 40A 5026972 installation kit or equivalent.
The ovens must use computerized technology to cook items using steam & convection functionality.
The ovens shall have a programmable touchscreen panel that can be loaded with specific & custom recipes.
The ovens must have sensors & probes to manage climate & cooking of items in the oven.
The ovens must have automated tablet-based cleaning cycles.
The ovens must have a computerized cleaning & descaling system.
A water softener or filtration shall be installed to the existing water line to ensure that build-up does not prevent the equipment from working properly.
The ovens shall meet energy star requirements.

The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this Sources Sought Announcement. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Businesses. However, if there are insufficient Service Disabled Veteran Owned Small Business responses, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 333241 (500 Employees).

After review of the responses to this Sources Sought Announcement, a solicitation may be published on the sam.gov or GSA eBuy websites. Responses to this Sources Sought Announcement will not be considered adequate responses to the solicitation. All interested offerors must respond to the solicitation in addition to responding to this Sources Sought Announcement. Prospective bidders must be authorized re-sellers in order to participate in the solicitation process.

Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov. Additionally, all Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses must be listed as SDVOSB under NAICS code 333241 in the Small Business administration (SBA) (Dynamic Small Business Search)
