The County of Mohave, on behalf of the Recorder Department, is seeking bids from qualified respondents for Vote By Mail Sorting Machine . All bids are due before 2:00 pm on Wednesday, March 25, 2026 . The County seeks to procure an incoming mail ballot sorting solution that is cost effective and will streamline, create efficiencies, and improve accuracy for all aspects of mail ballot processing. The County uses the Arizona Voter Information Database (AVID) to maintain the voter registration roll and to produce, track, and accept early ballot affidavit envelopes. In the event the County changes and/or updates the County's current technology, Offer must accommodate the County's latest update and/or change to the County technology. The County seeks a solution that can be fully tested, operational, and ready for implementation prior to the next major election cycle, which begins Early Ballot processing on June 24, 2026. The County is requesting bids from qualified vendors to provide this solution. The initial contract shall include the purchase of the ballot sorter, system integration, and a maintenance agreement.
Mohave County utilizes a ballot affidavit envelope that contains the return mailing address on one side and the ballot affidavit language on the reverse. Voters must sign the affidavit and seal the envelope before returning it by mail or depositing it in an official drop box.
Upon receipt, election staff remove a perforated tab covering the signature area. Ballot affidavit envelopes are then prepared for signature verification. Verified envelopes are batched and forwarded to the Elections Department for further processing. Envelopes that are unverifiable or require review are held for the curing process in accordance with Arizona law.
Mohave County does not currently have an automated incoming mail ballot sorting system.
As of the most recent reporting period, Mohave County serves a significant population of registered voters, including a substantial number of active early (mail) voters. The County encompasses approximately 13,470 square miles and is divided into multiple election precincts.
As of January 2026, Mohave County has 149,747 active registered voters.
All offerors must be able to provide services for all required elections in accordance with ARS 16-204.
