  • Summary Skeel Reservoir on Wellshire Golf Course is an early-1900s high‑hazard dam no longer needed for water supply. With the Highline Canal disconnected, it now only retains stormwater. The project will decommission and regrade the reservoir, lower the dam, add spillways, new piping, irrigation, and support upgrades to the driving range.

Contract No. 202683417 – Skeel Reservoir Renovation
March 24, 2026

General Statement of Work
Skeel Reservoir is located in the southeast corner of the Wellshire Golf Course. The existing Skeel Reservoir has an earthen embankment dam constructed in the early 1900s with a Jurisdictional Height of 16.5 feet and storage capacity of 205 ac-ft. The dam is classified as high hazard under the State Engineer’s Office jurisdiction. Historically, Skeel Reservoir was supplied by the Highline Canal and other stormwater infrastructure that was then used for golf course irrigation. However, several years ago the golf course converted to using water piped from the Denver Water line in Colorado Boulevard instead of the inefficient Highline Canal, which is estimated to have lost about 50 to 70 percent of water due to evaporation and leaks. Without inflow from the Highline Canal, Skeel Reservoir currently only provides stormwater retention. Since the Skeel Reservoir storage volume is no longer needed, there is an opportunity to decommission the dam and convert it to a 100-year stormwater detention facility with water quality control. Reconfiguring the reservoir embankment and reducing storage volume will significantly reduce the risk it implies to the downstream properties and will protect human lives. This project includes regrading and filling the existing reservoir, lowering the existing dam and installing spillways, installing ~900 LF of open cut 18" corrugated HDPE, and forebay, and grading and installing irrigation system. In addition to this conversion, Golf will be upgrading the existing driving range on site.
