RE: BID 20260564, MANASOTA KEY AND SOUTH BEACH FILL HURRICANE RECOVERY PROJECT
BID DUE DATE: September 30, 2026 @ 2:00 PM EST ADDENDUM NO. 4
Bidders are hereby notified that this addendum shall be made a part of the above-named proposal and contract documents.
The following is issued to modify, and/or clarify the proposal and contract documents. These items shall have the same force
and effect as the original bid and contract documents, and bids to be submitted on the specified date shall conform with the
additions, deletions and revisions as listed herein.
ITEM #1 QUESTIONS/ANSWERS:
Q1: Can the pipe be laid on the bottom, within the corridor, and across a "No Anchor Area"?
A1: Yes, the pipeline can be laid on the bottom, within the corridor, and across a "No Anchor Area" provided there are no
hardbottom areas. Refer to 2nd paragraph of TS-02.C.1 specific to No Anchor Areas.
Specific to crossing hardbottom areas, refer to the Permits and Section 3.0 of the Biological Monitoring Plans that stipulate
construction requirements and best management practices for pipelines crossing over hardbottom, crossing over the rubble
area, and running adjacent to hardbottom; along with the monitoring requirements for the pre-construction surveys of pipeline
corridors and corridor buffers, for post-placement pre-pumping pipeline surveys, and for pre-, during-, and post-construction
monitoring of areas containing hardbottom resources in close proximity to construction activities. Also refer to TS-08.A.
The pipeline corridor monitoring is required within the specific corridors to be utilized by the Contractor. Further, if the Contractor
is utilizing hopper dredge(s), the pipeline corridor monitoring is required from the specific pump-out area(s) to be utilized by the
Contractor extending to the beach fill(s).
Q2: Does the pipe have to float over the "Rubble Area"?
A2: To cross the "Rubble Area", refer to the Permits and Section 3.0 of the Biological Monitoring Plans that stipulate
construction requirements and best management practices for a pipeline crossing over the rubble area; along with the
monitoring requirements. Also refer to TS-08.A.
Q3: Does the pipe have to float over the mapped hardbottom area within the corridor?
A3: To cross hardbottom areas, refer to the Permits and Section 3.0 of the Biological Monitoring Plans that stipulate
construction requirements and best management practices for pipelines crossing over hardbottom, crossing over the rubble
area, and running adjacent to hardbottom; along with the monitoring requirements. Also refer to TS-08.A.
Q4: Are there any additional areas that require floating or bridging the pipe that aren't designated on the plans?
A4: No
Q5: If the pre-placement surveys reveal additional hardbottom areas within the corridors, will the pipe need to float or bridge
across those areas?
A5If the pre-construction surveys of the pipeline corridors and corridor buffers reveal additional hardbottom areas within the
corridors that preclude the opportunity to avoid the hardbottom by running the pipeline adjacent to hardbottom within the corridor
BID NO. 20260564, ADDENDUM NO. 4
(i.e. hardbottom extends full width of the corridor), the Contractor shall adhere to the same Permit construction requirements
and best management practices and Biological Monitoring Plan monitoring requirements stipulated for the mapped hardbottom
areas. One option provided is to utilize collars, risers, or floats (floating pipeline) to limit impacts to resources.
Q6: Is there a max mob cost that can be bid as a percentage of the overall bid price?
A6: For projects of this size and scope, there is no "max mob".
