General Notice

The City of Muskegon (Owner) is requesting Bids for the construction of the following Project:
Beach Street Parking and Pedestrian Facility Improvements
(DLZ No. 2247-7456-00)

Bids for the construction of the Project will be received at the City Clerk’s Office, City Hall, located at 933
Terrace Street, Muskegon, MI 49440, until Thursday, April 23, 2026, at 2:00 pm local time. At that time,
the Bids received will be publicly opened and read.

Bids must be submitted in a sealed envelope clearly marked on the outside with the following,
Attention: Ann Marie Meisch, Muskegon City Clerk
Sealed Bid for: Beach Street Parking and Pedestrian Facility Improvements
and shall clearly show the name of the submitter.

The Project includes the following Work:

Parking and Pedestrian Facility Improvements along Beach Street near Pere Marquette
Beach. The work includes street and parking construction, concrete walkways and sidewalks, HMA
paving, pavement markings, signing, and restoration at 1651 Beach Street, City of Muskegon,
Michigan.

Bidding Documents

Prospective Bidders may request the Bidding Documents from the Issuing Office. The Issuing Office for
the Bidding Documents is DLZ Michigan Inc., 950 W. Norton Avenue, Ste 207, Muskegon, MI 49441;
email: rparrett@dlz.com. For questions regarding this project, please contact Randy Parrett
(rparrett@dlz.com) at 231-767-6322. Bidding Documents will be emailed in portable document format
(PDF) at no charge; hard copy documents are not available.

The date the Issuing Office transmits the Bidding Documents will be considered the Bidder’s date of
receipt of the Bidding Documents.

Pre-bid Conference

A pre-bid conference will not be held

Instructions to Bidders

For all further requirements regarding bid submittal, qualifications, procedures, and contract award,
refer to the Instructions to Bidders that are included in the Bidding Documents.

Completion Date

All work shall be substantially completed on October 3, 2026. Final restoration and project completion
shall occur on or before November 20, 2026.
