Sealed Responses for Request for Qualifications for Program Management Services for Federal Wastewater Consent Decree for the City of Fort Smith shall be received at the Office of the Director of Engineering at 623 Garrison, 4th Floor, Fort Smith, AR 72901 until 5:00 p.m. (Central Time), Tuesday, May 12,2026, and shall be labeled Sealed Qualifications for Program Management Services for Federal Wastewater Consent Decree-DO NOT OPEN WITH REGULAR MAIL. Respondents are to include their Arkansas License number on the outside of their sealed response.
The selected vendor shall provide the City of Fort Smith Engineering with a comprehensive program to include but not limited to:
Program Administration of activities required to support City Staff with implementation of the Wastewater Consent Decree
Program Execution Plan Development- to be used to guide how Consent Decree components are implemented
Project Delivery Plan-Review already established PDP and provide optimal bundling and delivery strategies and identify efficiency opportunities and cost-savings.
Financial Management Plan Development and Support
Program Controls and Reporting
Community Outreach
Project Management
Collection System Dashboard-Develop and Maintain
