NOTICE IS HEREBY GIVEN that Lackawanna County is accepting sealed bids to replace the shingle roof on the Hoist House located at the Coal Mine Tour in McDade Park, 1 Bald Mountain Road. Sealed bids, mailed or hand-delivered, must be received by the Lackawanna County Controllers Office, Lackawanna County Government Center, 123 Wyoming Ave., Scranton, no later than 11 a.m., Thursday, Feb. 26, 2026, at which point they will be opened publicly and read aloud in the Commissioners’ Conference Room at 2 p.m., Thursday, Feb. 26, 2026. All bids are to be sealed and plainly marked with the project name.

There is a mandatory pre-bid meeting at 10 a.m., Tuesday, Feb. 17, 2026, at the Lackawanna County Coal Mine Hoist House at McDade Park. Bids will only be accepted from firms that attend the pre-bid meeting.

NOTICE IS HEREBY GIVEN that Lackawanna County is accepting sealed bids to replace the
shingle roof on the Hoist House located at the Coal Mine Tour in McDade Park. Sealed bids,
mailed or hand-delivered, must be received by the Lackawanna County Controllers Office,
Lackawanna County Government Center, 123 Wyoming Avenue, Scranton, PA 18503, not later
than 11:00AM, Thursday February 26, 2026, at which point they will be opened publicly and
read aloud in the Commissioners’ Conference Room at 2:00PM, Thursday February 26, 2026. All
bids are to be sealed and plainly marked with the Project Name.
PA Prevailing wages apply with certified payrolls. Payment and performance bonds will be
required by the successful bidder. A bid bond, certified check, or cash in the amount of 10% of
the bid amount is required to be submitted with each bid, payable to the Lackawanna County
Treasurer, as a guarantee for the bidders willingness to execute the contract if awarded the
same.

I. INTRODUCTION
The County of Lackawanna plans to replace the shingle roof on the Hoist House located at the Coal
Mine Tour in McDade Park.
II. BACKGROUND
The Lackawanna Coal Mine Tour (McDade Park, 1 Bald Mountain Road, Scranton, PA 18504) is
an important educational and interpretive tourist destination in Northeastern Pennsylvania. The
site welcomes 22,000 to 25,000 visitors annually. The County understands this facility needs to
be updated to protect its artifacts and retain its draw for tourists, school groups and residents.
Project funding was secured through a Local Share Account (LSA) Monroe County under the
administration of the Commonwealth Financing Authority via Act 71 (the Gaming Act).
III. SCOPE OF WORK
Overview: Lackawanna County desires to engage a Licensed contractor to replace the shingle
roof on the Lackawanna County Coal Mine Tour Hoist House. A more detailed, yet non-
exhaustive scope of work includes the following:
- Removal of old, unused vent piping with roof patching. A full tear off and replacement
of the existing shingles, underlayment, drip edge, and gutters/downspouts. Contractors
should include a unit price (sf) for ½” CDX deck replacement in their bids. Shingles
should be equal to Certainteed Landmarks, GAF Timberline HDZs, or Owens Corning
Durations. Synthetic underlayment and ice and watershield to be installed per the
shingle manufacturer’s instructions. Drip edge and gutter colors to be standard colors.
Bid scope includes waste removal & disposal.
- PA Prevailing wages (25-10961) apply with certified payrolls. Payment and performance
bonds will be required by the successful bidder.
IV. BID SUBMISSIONS
Bid Organization & Expectations
The County is requesting the following information be included in the bid submittal:
A. Contractor Information:
State each primary member and their responsibilities; includes the company name,
address, phone number, and e-mail for primary contact. If the bid includes other sub-
contractors, please identify their name(s) and contact information. Describe how and by
whom the work will be managed so that there is adequate coordination with
Lackawanna County and the Coal Mine Foreman.
B. Qualifications & References:
Provide at least 3 references of municipal clients where similar professional services
were recently provided by the contractor. Include the name, email, and phone number
of each reference listed. Optional: Include photos of similar work to demonstrate
experience completing similar types of projects. Contractors must have professional
liability insurance and secure bonding. Provide a list of professional licenses and/or
certifications for project staff.
C. Bid:
Provide quote on provided bid form.
A bid bond, certified check, or cash in the amount of 10% of the bid amount is required
to be submitted with each bid, payable to the Lackawanna County Treasurer, as a
guarantee for the bidder’s willingness to execute the contract if awarded the same.
D. Work Schedule:
Include a schedule of proposed work.
Submittal Requirements
1. Submission Packet: The entire response needs to be submitted in a sealed envelope
marked "County of Lackawanna Coal Mine Tour Hoist House Shingle Roof Replacement
Project” on the front.
2. Deadline: Responses to this bid invitation are due not later than 11:00AM, Thursday,
February 26, 2026, and need to be delivered to: Lackawanna County Controllers Office,
Lackawanna County Government Center, 2nd Floor, 123 Wyoming Avenue, Scranton, PA
18503.
V. BID EVALUATION
Selection Process
The County will award the bid to the lowest, most responsible bidder.

VI. ADDITIONAL NOTES
A. Questions relating to the bid invitation shall be submitted jointly in writing, via email, to:

B. The County reserves the right to reject any or all bids and to select the bid that it
determines to be in the best interest of Lackawanna County.
C. The Contractor shall meet or exceed ALL insurance requirements set forth by the County.
The vendor shall carry, in a solvent company authorized to do business in the
Commonwealth of Pennsylvania: (a) Commercial Auto Insurance in amount
of$1,000,000.00 single limit bodily injury/ property damage:(b) Workmen’s
Compensation Insurance, as required by the Commonwealth of Pennsylvania, for
vendor’s employees in the performance of the Contract; (c) General Liability Insurance
covering vendor and its employees in the amount of $1,000,000.00 single limit bodily
injury/property damage including Products Liability. (Certificate of Insurance must be
submitted with the bid)
Concurrent with the execution of the Contract, the Vendor shall provide proof of
insurance coverage by providing a certificate of Vendor’s insurance coverage, a copy of
the declaration page of the insurance policy, and a copy of all endorsements applicable
to the insurance required herein. The certificates of insurance, or endorsements
attached thereto, shall provide that (a) the insurance coverage shall not be cancelled,
changed in coverage, or reduced in limits without at least thirty (30) days prior written
notice to the Lackawanna County Risk Management Deputy Director, (b) the County is
named as additional insured, (c) the limits of liability required therein are on an
occurrence basis, (d) the policy shall be endorsed with a severability of interest or cross-
liability endorsement against whom a claim is or may be made in a manner as though a
separate policy had been written for each insured or additional insured: however,
nothing contained herein shall act to increase the limits of liability of the insurance
company, and (e) Vendor’s insurance shall apply separately to each insured against
whom claims are made or suit is brought, except with respect to the limit of the
insurance liability.
D. The Contractor must sign Non-Discrimination/Sexual Harassment forms, upon award, as
required for Commonwealth-funded projects.
E. The County of Lackawanna encourages the participation of Minority Business Enterprises
(MBE) and Women Business Enterprises (WBE) for this project.
F. INDEPENDENT CONTRACTOR - It is understood and agreed that the Consultant shall not
be considered an employee of Lackawanna County. The Consultant shall not be within
protection or coverage of the County’s Worker’ Compensation insurance, Health
Insurance, Liability Insurance, or any other insurance that the County from time to time
may have in force and effect.
VII. LIABILITY FOR COSTS
Each contractor bidding or considering bidding on this bid invitation agrees that all costs related
to the preparation and submission of this bid, including the costs of trips that the consultant
may make to visit properties or be interviewed by Lackawanna County, will be paid for by the
Consultant and are not the responsibility of Lackawanna County.
