INSTRUCTIONS TO BIDDERS
Bids will be received by the Onslow Water & Sewer Authority (ONWASA) to provide two (2), 1.5
Ton Crew Cab & Chassis, Four-Wheel Drive with Utility Body and Auto Crane as specified in this
Request for Bids (RFB) until 2:00 pm on January 5, 2026.
Bids must be submitted with a completed Bid Form, Vendor Form, and E-Verify Affidavit.
Sealed bids must be addressed to Attn: J. Eric Adams, Bid Opening, RFB #2025-2026CT,
Onslow Water & Sewer Authority, 228 Georgetown Road, Jacksonville, NC 28540.
The vehicle must meet all minimum specifications for the kind and type specified or an approved
equivalent. All equivalents must be listed.
All bids shall be valid for sixty (60) days pending the purchase award and Board approval.
Bid price should not include any sales or use taxes.
All vehicle bids will be for new vehicles.
All bids shall include delivery to ONWASA and the estimated time of delivery.
Complete specifications shall be included on all vehicles.
ONWASA will evaluate bids based on two factors: (1) Best Value, defined as the lowest
responsive bid, and (2) Availability, defined as the shortest delivery timeline.
ONWASA reserves the right to reject any or all bids, to waive informalities, and to accept any bid
which, in the opinion of ONWASA, appears to be in its best interest.
All bids shall include a completed Onslow Water and Sewer Authority Vendor Form (Exhibit 1)
and shall also comply with the requirements of Article 2 of Chapter 64 of the North Carolina
General Statutes by filling out the E-Verify Affidavit (Exhibit 2). By acceptance of this Bid, the
Bidder affirms that they are not listed on the Final Divestment List created by the North Carolina
State Treasurer pursuant to N.C.G.S. 143-6A-4, Iran Divestment Act Certification.
This RFB and all Bidder responses are considered public information, except for trade secrets
specifically identified in writing by the Bidder, which will be handled according to North Carolina
State Statute or other laws. Any section of the Bidder’s response package that is deemed to be
a trade secret by the Bidder shall be submitted in a separate envelope clearly marked “TRADE
SECRET INFORMATION - DO NOT DISCLOSE.”

SPECIFICATIONS
Quantity – Two (2)
General Description:
1.5-Ton Crew Cab & Chassis, Four-Wheel Drive with Utility Body and Auto Crane
1. Wheelbase sufficient to mount the required body.
2. Body: regular or extended cab and chassis with dual rear wheels
3. Heavy-duty frame and mounts, minimum 15,000 gross vehicle weight rating
4. Mirrors: minimum 6” x 9” extendable
5. Engine: 6.4L minimum, turbo diesel, (550 or 5500 Series)
6. Exterior Color: White
7. Interior Color: manufacturer’s standard (not white)
8. Drive System: four-wheel drive
9. Super engine cooling system (H.D. Radiator)
10. Anti-lock brake system: power: front-disc, rear-drum or disk
11. Transmission: Automatic, four-speed with overdrive, and towing package
12. Towing package with transmission cooler and trailer brake controller
13. Battery: dual heavy-duty, maintenance-free
14. Shock absorbers: heavy-duty, gas-pressurized.
15. Alternator: heavy-duty, minimum 124 amp
16. Two front tow hooks, original equipment manufacturer-approved
17. Wiring harness extending to the rear bumper for trailer towing.
18. Luverne Grip Steps (or approved equal) on both sides.
19. 40/20/40 split bench seat, vinyl, and heavy-duty rubber floor covering, including
floor mats.
20. Power steering, cruise control, and intermittent wipers
21. Under-hood light, OEM-approved, may be dealer-installed.
22. Daytime running lights, OEM-approved.
23. Heating and Air conditioning, factory-installed.
24. Driver and passenger side airbags.
25. Radio: manufacturer’s standard amplitude modulation/ frequency modulation with clock
26. Two power ports mounted in the dash.
27. Must comply with Federal Motor Vehicle Safety Standards and Federal Regulations
applicable to the model year.
28. All manufacturers’ equipment, except for those components where providing such would
conflict with a specific requirement herein.
UTILITY BODY: KNAPHEIDE 600 SERIES OR APPROVED EQUAL
1. Knapheide 6108DL-38J, or approved equal
2. Exterior color: white to match the cab
3. Bumper: heavy-duty, “GALVA-GRIP” with pintle hook recess
4. Hitch: receiver hitch kit with 2.5-inch receiver drawbar with pintle hook combination with 2-inch
ball
5. Hitch: 16,000 lbs./3000 lbs. trailer tongue weight
6. 7-pole recreational vehicle round pin connector plug
7. Door latch: slam type, rotary latch, stainless, all compartments keyed alike
8. Spring-type door holders on all vertical compartments
9. Bolt on slam-style tailgate
10. Body to have corrosion protection, seals on doors, and recessed rear lights.

14. Non-skid Sprayed on Bed Liner shall cover all horizontal surfaces and vertical interior
sides of the bed. Liner shall be carried up and over the tops of bins.
15. Front vertical compartments must be equipped with:
1) Street side will be a seven-drawer unit with inch full extension drawers.
2) Curbside will be three adjustable shelves with dividers for each shelf
16. Both rear vertical compartments to have one adjustable shelf
17. Both horizontal compartments to have one shelf with ten dividers each
18. Full height front and rear vertical compartments on both sides and horizontal
compartments over wheels on both sides
19. Body dimensions: height – 44 inches, length – 109 inches, width – 94 inches
20. Hydraulic-operated landing legs in the rear
21. Crane boom support
22. Dual Department of Transportation-approved amber strobe lights mounted on window
header with window guard, should be a STAR 203MVL series with a minimum of 3 ½
feet high by 5 ½ inch diameter or approved equivalent.
REQUIREMENTS FOR AUTO CRANE:
23. Auto Crane HC-7 or approved equivalent (Hydraulic)
24. Hydraulic requirements: eight gallons per minute (30 liters per minute) at 2,750
pounds per square inch
25. Lift Capacity should be 7,000 pounds.
26. Crane rating of 38,000-foot pounds
27. Power boom extension from 13 feet, 4 inches to 20 feet
28. 360º continuous rotation
29. Hydraulic winch with a minimum of 95 feet of aircraft-quality cable
30. Hydraulic tank must have a protective cover.
