1. Purpose and Authority
This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued.
The solicitation is issued as a Request for Quotation (RFQ). This acquisition is conducted under FAR Part 12 (Acquisition of Commercial Products and Commercial Services) and FAR Part 13 (Simplified Acquisition Procedures).
Notice of Intent to Sole Source:
The Office of Naval Intelligence (ONI) intends to award a sole-source, firm-fixed-price purchase order to BAE Systems Information and Electronic Systems Integration Inc. (10920 Technology Place, San Diego, CA 92127). The authority for this non-competitive action is FAR 13.106-1(b)(1), as BAE Systems is the original equipment manufacturer (OEM) and sole proprietor of the required proprietary software licenses, hardware, and associated cross-domain security support.
While the Government intends to award this on a sole-source basis, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
2. Requirement Description
The Office of Naval Intelligence (ONI) requires the procurement of proprietary BAE Systems Cross-Domain Solution (CDS) hardware and perpetual software licensing, alongside one year of hardware and software maintenance and support. This system aggregates critical audit and security log data across isolated security domains into the centralized Enterprise domain.
The requested CDS architecture enforces strict unidirectional data flow controls using proprietary Datagate Datapump and DPA applications,
