1. Introduction and Background
The Town of Cardston and the Board of the Jim and Mary Kearl Library are seeking proposals from qualified consultants or consulting firms to conduct a comprehensive review of the operations and finances of the Jim and Mary Kearl Library. The purpose of this review is to support the Town and the Library Board in ensuring the library is operating efficiently, implementing best practices, meeting community needs, and planning effectively for the future.
The consultant will be expected to provide actionable recommendations for improvement and identify best practices in municipal library operations, space utilization, financial sustainability, and community engagement.
2. Scope of Work
The successful proponent will:
- Conduct a general review of the Jim and Mary Kearl Library’s current operations, governance, financial practices, and service delivery.
- Provide recommendations for efficiency improvements, cost savings, and strategic enhancements.
- Ensure the review reflects the needs and priorities of the Town of Cardston and the broader community.
The consultant will be specifically required to address the following focus areas:
1. Best Use of Physical Space
Review current layout and space usage. Recommend reconfigurations or adjustments to improve functionality and accessibility. Engage the services of an architect or structural engineer to assess viability of wall and layout features to best utilize space.
2. Community Consultation
Design and implement a consultation process (e.g., surveys, focus groups, interviews) to gather community input on preferred space uses and programming needs.
3. Energy Efficiency and Renewables
Assess opportunities for implementing energy-saving measures and renewable energy solutions. Provide recommendations that consider cost, feasibility, and sustainability.
4. Collaborative Use of Space
Explore potential collaborations with local community service providers such as Family and Community Support Services (FCSS), Adult Learning, Chamber of Commerce and others for shared programming or space use.
5. Operational Cost Review
Review existing staffing, custodial, insurance, and utility arrangements and costs. Identify opportunities for efficiency or improved value.
6. Maintenance and Capital Planning
Evaluate current facility maintenance practices and capital planning processes. Recommend improvements aligned with asset management and industry best practices.
7. Benchmarking and Comparative Analysis
Using provincial and other reliable data sources, conduct a comparative analysis of key operational and financial metrics against libraries of similar size, budget, and service area. Identify areas where the Jim and Mary Kearl Library is excelling or underperforming relative to its peers.
3. Deliverables
- A final written report with findings, analysis, and clear, actionable recommendations.
- A summary presentation to Town Council and/or the Library Board.
- An executive summary suitable for public and stakeholder distribution.
4. Proposal Requirements
Proposals should include:
- A summary of the consultant's relevant experience and qualifications.
- An overview of the proposed approach and methodology.
- A work plan and timeline.
- A detailed cost estimate, including fees, disbursements, and taxes.
- References from comparable projects completed in the last five years.

7. Additional Information
- All proposals become the property of the Town of Cardston.
- The Town reserves the right to reject any or all proposals or to negotiate modifications to any proposal.
- The lowest-cost proposal may not necessarily be selected.
- The project success will be dependent on grant funding from the Province of Alberta and municipal funding from all partners.
