The Work to be performed under this contract includes furnishing all labor, materials, and equipment, as provided in the Specifications for Contract, for the construction of new vertical landfill gas extraction wells and associated piping and appurtenances, with an option for horizontal collectors in the place of or in addition to vertical extraction wells, at the Kiefer Landfill. Construction activities under this scope of work are anticipated to be conducted over a period of two (2) years with one (1) mobilization per quarter to complete work requested by COUNTY prior to each mobilization. The scope of work requested each quarter will vary based on COUNTY needs.
This Work will be performed in strict conformance with the specifications, permits from regulatory agencies with jurisdiction, and applicable regulations. The quantity of Work to be performed and materials to be furnished are approximations only, being given as a basis for the comparison of Bids. Actual quantities of Work to be performed may vary at the discretion of the County.
The Kiefer Landfill has been in operation since 1967. Gas is currently extracted from the landfill for beneficial use and to meet regulatory emission limitations. Approximately 350 wells are currently in use, with actual the number online dependent on daily waste filling operations. Ongoing expansion of the landfill necessitates installation of new wells to satisfy environmental regulations.
This project is intended to result in rapid development of new wells, and decommissioning or replacement of underperforming wells. Gas well construction is anticipated to occur on a quarterly basis with an average of 8 wells installed and 10 wells decommissioned per quarter. Installation of wells on a quarterly basis will allow for tight adherence to regulatory requirements.
