THIS IS A SS/RFI NOTICE ONLY. THE PURPOSE OF THIS NOTICE IS SOLELY FOR INFORMATION AND PLANNING PURPOSES - IT DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP) OR A PROMISE TO ISSUE AN RFP IN THE FUTURE AND NO CONTRACT SHALL BE AWARDED FROM THIS ANNOUNCEMENT. THIS ANNOUNCEMENT IS ISSUED IN SUPPORT OF MARKET RESEARCH, TO GATHER INFORMATION, AND TO IDENTIFY POTENTIAL SOURCES. Interested parties are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested parties’ expense.
The US Government has tentatively identified NAICS code "541712 Aerospace research and development (except prototype production)" for this acquisition. Other possible NAICS codes being considered are "488119 - Airport Operations" and "488190 - Aircraft Testing Services". Potential vendors are invited to suggest which NAICS code (or another NAICS code) is most appropriate for this acquisition based on the tasks identified in the RFI.
The Army Contracting Command – Redstone Arsenal is issuing this RFI notice as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for LRHW and MRC flight testing to support TF STRIKE, Program Executive Office Missiles and Space.
Background:
The STRIKE Project Office is conducting market research in support of Army LRHW and MRC activities scheduled for 2026 through Summer 2029. This SS/RFI applies to support and engineering services to be performed in the Contiguous United States and Outside the Contiguous United States.
The LRHW system consists of a mobile, ground-launched missile equipped with a hypersonic glide body and associated transport, support, and fire control equipment. The MRC system consists of a ground based vertical launch system with Standard Missile 6 (SM-6) and Tomahawk missiles and a Battery Operations Center for fire control.
Scope:
Interested parties should submit a white paper addressing the technical approach to the anticipated effort, past similar experience, and industry assessment of the most efficient and cost-effective method to execute this effort. The response should include:
The U.S. Government anticipates a single award indefinite delivery/indefinite quantity contract for this effort; however, interested parties are encouraged to recommend alternative contracting approaches that may provide best value to the U.S. Government while also minimizing risk.
A SECRET facility clearance and SECRET safeguarding capability are required for this effort. In order to verify those credentials, any respondent shall provide a verifiable CAGE code.
