You are hereby invited to bid the University of Connecticut - University Second Electrical Feed (University of Connecticut Project
#300136-ITB) in Storrs, CT. Whiting-Turner is the CM for the project.
Job Description: The project is anticipated to begin September 2026, with a total estimated value of
approximately $15 million. The UConn Storrs campus continues to expand in accordance with its Master Plan, and the electrical
demand is increasing to a point where both imported, and campus-based production of electrical power needs to be increased to
meet forecasted demand. The new 38E connection to the Eversource 900 line will facilitate meeting the forecasted demand.
NOTE: In order to maintain the integrity of the competitive bid process, the Architect and its consultants, selected by the University
as for this Project, will not be able to participate as part of the team for any contractor submitting a Bid for the construction of this
Project. The Architect/Consultants team is: Asplundh Engineering Services/Salas O'Brien

DAS Prequalification is required for all bids which exceed $1,000,000 regardless of whether the scope is identified as such above.
*** Bid packages requiring WT prequalification are eligible only to previously prequalified contractors.
Subcontractors will be expected to adhere to the Good Faith Efforts Plan and Spending Allocation Goals participation as indicated
above. Subcontractors are to comply with CHRO requirements. S/MBE companies must have current certification by the CT DAS.
Request For Information (RFI's) are to be submitted to Whiting-Turner by no later than 7/30/26 at 5:00PM. Email all RFI's to

A pre-bid meeting and walk-through is scheduled for Thursday, July 23, 2026, at 10:00AM.
This meeting is not mandatory, but is highly recommended

The meeting location: Whiting-Turner Trailer at 202 Auditorium Road Extension, Storrs, CT 06269. After meeting, we will walk to
the University 2nd Electrical Feed Site.
The Pre-Bid Conference will commence promptly at the time noted herein. Short-term pay-by-phone parking spaces are available
at North Parking Garage. Subcontractors should park at North Parking Garage and walk to the Whiting-Turner Trailer.
Bid Instructions:
1. Subcontractors should receive an email with access to bid documents from Building Connected. If you have trouble finding
this email or do not receive it, request access from Peter Lalime. Download the "Bid Documents" and "Form of Proposal"

2. Attend the pre-bid meeting and walkthrough at the University of Connecticut, Whiting-Turner Trailer scheduled for
Thursday, July 23, 2026, at 10:00 AM. Meet at: Whiting-Turner Trailer at 202 Auditorium Road Extension, Storrs, CT
06269.This meeting is not mandatory but is highly recommended.
3. Submit all Requests for Information (RFI's) via email to Peter.Lalime@whiting-turner.com no later than Thursday, July 30,
2026, at 5:00 P.M.
4. Fill out all statements and answers as true and correct as possible & attach all supporting documentation.
5. Complete the submission of bid in conformance with item "A" within the Instructions to Bidders by uploading all documents
to Building Connected and complete all required fields in Building Connected. Bids are required to be received by
Thursday, August 13th, 2026, at 2:00 P.M. After 2:00 P.M. on the bid due date, bids will not be accepted. A virtual public
opening will be held at 2:15 P.M. on August 13th, 2026, via Microsoft Teams. The link will be distributed via Building
Connected message to all bidders.
6. All Bids valued at $50,000 or more must be accompanied with a Bid Bond (utilizing the form included in Part Three of the
CAH). In the event that a bidder cannot supply a bid bond, the bidder must supply a letter of credit in the amount equal to
ten percent (10%) of the bid amount for any bid that is less than $100,000 and twenty five percent (25%) of the bid amount
that is equal to or is in excess of $100,000 in lieu of a bid bond.
7. The successful Contractor shall be required to provide a Labor and Material Payment Bond and Performance Bond for one
hundred percent (100%) of the Contract price for awards for which the total estimated cost of labor and materials under
the Contract is equal or greater than $100,000.
8. Subcontractors will be expected to adhere to the Good Faith Efforts Plan and Spending Allocation Goals participation as
indicated above. Subcontractors are to comply with CHRO requirements. S/MBE companies must have current certification
by the CT DAS at time of RFP submission.
9. Whiting-Turner, at the advice of UConn, reserves the right to waive minor irregularities in bids and pre-qualifications.
10. Whiting-Turner, at the advice of UConn reserves the right to elect to implement some, all, or none of the Alternates set
forth in the Proposal forms. The low Bid shall be determined by taking the Base Price set forth in the Proposal form, plus the
Alternates selected by the University at the time of contract execution.
