Description
This Sources Sought Notice is for the Richmond VAMC to determine sources for Metasys Annual HVAC building automation system (BAS) service agreement. Services are to include 40 hours labor per month, priority on-call support, dollar allotment for hardware and materials needed for minor repairs.

This is a SOURCES SOUGHT announcement only. The purpose of this notice is to conduct market research and obtain information from qualified businesses. This is not a request for bids, quotes, or proposals. All responsible sources must submit a capability statement addressing their capabilities, capacity, place of manufacture, and location which shall be considered by the agency.

This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.

Interested parties submitting a response to this inquiry must include the following information:
Capability statement
Name and address of company
NAICS Code
SAM.gov UEI number
Business size (large, small, VOSB, or SDVOSB)
Place of manufacture (if the requirement involves supplies)
Identify applicable socioeconomic categories and any pertinent information which demonstrates the firm s ability to meet the above requirement
An authorized distributor letter if the interested party is not the manufacturer
Specific Tasks.
This agreement shall include:
The vendor shall conduct monthly preventive maintenance services to the building automation system (BAS).
Sensors.
Calibrate and clean to ensure accurate readings for temperature and humidity.
Control sequences.
Check lighting and function; align with building s current needs.
Control loops.
Tune to maintain optimal performance and to prevent inefficiencies.
Back-up databases.
Perform regular back-ups which contain setpoints, graphics and historical trend data.
Review schedules and alarms.
Check and adjust operational schedules to match building use.
Review alarm notifications to identify and resolve issues like false alarms or system glitches.
Hardware Inspection:
Conduct physical inspection of hardware and wiring to identify any potential problems, leaks or signs of wear and tea.
Network & Security.
Review network security, remove unused software to free up resources and update software and firmware to protect against vulnerabilities and security issues.
Test for proper operation.
Ensure efficiency and safety.
The vendor shall establish clear goals and identify key performance indicators using software, technology and training.
The vendor will provide parts and materials.
The vendor will provide emergency response and on-call support.
The vendor will provide documentation and reporting to the Contracting Officer s Representative (COR), Point of Contact (POC) or the AC Supervisor.
The vendor shall check in and out with the Contracting Officers Representative (COR), the Point of Contact, or AC Supervisor upon arrival and departure.
The vendor will ensure that all trash and debris is removed from the immediate area after work has been completed.
