The Human Resources department is committed to promoting positive employee relations, managing talent, facilitating career advancement, and ensuring employee engagement, all while prioritizing health and implementing effective workplace safety protocols. The goal of the department is to recruit, develop, and retain a diverse, highly skilled, and professional workforce that reflects the high standards of the community.
Since 2011, the city has used a cloud-based applicant management and employee onboarding system to support this goal. Each year, the City of Palo Alto fills over 300 positions and successfully onboards around 200 new hires across various departments. The existing cloud-based applicant system includes multiple modules that streamline the recruitment and hiring process. It offers a centralized platform for managing vacancy information, developing recruitment plans and job announcements, accepting and overseeing online applications, and tracking candidates throughout the recruitment lifecycle.
The City recognizes the challenges in recruitment, including a decrease in qualified candidates applying for positions and an increase in job openings, especially in the public sector. To manage these challenges, a new recruitment strategic plan has been adopted to further enhance recruitment strategies. To advance further, it's essential to find a sophisticated cloud-based applicant management solution that can enhance recruitment efficiency, improve candidate accessibility, elevate user experience, and seamlessly integrate with the City's overall technology infrastructure. This project seeks to identify a modern, all-encompassing recruitment and onboarding platform that will enable the city to manage multiple recruitments effectively while potentially incorporating performance management, thus meeting its evolving needs and adapting to current and future initiatives. The City is seeking to award a five year contract.
