2.0 BACKGROUND INFORMATION
Santa Fe Irrigation District (SFID/District) was established January 26, 1923, and is a special
public agency, organized under the laws of the State of California to provide water services to
residents and businesses within a 16 square mile area within communities of Rancho Santa Fe,
Fairbanks Ranch, the City of Solana Beach, and areas in the northern portion of the City of Del
Mar and all located within San Diego County. SFID provides potable water service for
domestic, commercial, outdoor irrigation, and agricultural demands.
SFID and the San Dieguito Water District (SDWD) jointly own water treatment, storage, and
distribution facilities that supply potable water to SFID's and SDWD's (the Districts) potable
water distribution systems. These jointly owned facilities (Joint Facilities) are operated and
maintained by SFID. The R.E. Badger Water Filtration Plant (REB Plant) and the San Dieguito
Reservoir (SDR) are two major assets jointly owned by the Districts. The REB Plant treats raw
imported, and raw local water supplies. The SDR provides local raw water storage and pre-
conditioning prior to treatment at the REB Plant. The SDR also provides a point of discharge for
water derived from regular water treatment filter backwashing practices at the REB Plant.
As shown on Figure 1, the REB Plant and SDR are connected by a 15-inch asbestos cement drain
line (drain line). The drain line is connected to the wash water ponds located on the REB Plant
site, and travels roughly 500 feet from the wash water ponds to a point outside of the REB Plant.
The length of the 15-inch drain line from outside of the REB Plant to the SDR discharge point is
approximately 6,900 feet.
Figure 1 - 15-inch Drain Line
Rehabilitation of the 15-inch Drain Line Page 7 of 25 September 2026
Regardless of the raw water source to the plant (imported or local), the drain line is critical to the
water treatment process. In addition to conveying filter backwash water from the REB Plant
wash water ponds to the SDR, the drain line also conveys raw local water supplies from Lake
Hodges to the SDR. Raw local water stored in Lake Hodges is currently pumped by the
Districts' Cielo Pump Station to the REB Plant wash water ponds. The raw local water is then
conveyed by gravity through the drain line to the SDR.
3.0 PROJECT DESCRIPTION
3.1 Project Purpose
The drain line was constructed in 1968. SFID has developed a comprehensive Master Plan and
10-Year Capital Improvement Program (CIP) to systematically replace aging infrastructure to
maintain safe, reliable, and efficient operations. The 10-Year CIP includes the Rehabilitation of
the 15-inch Drain Line Project (Drain Line Project). The estimated capital cost for design and
construction of the Drain Line Project is approximately $5,000,000.
Depending on site specific operational and field conditions, 15-inch asbestos cement pipe can
typically have a useful life of well over 75 years. Although the 15-inch drain line is
approximately 60 years old and has a good performance history, construction of SFID's drain
line rehabilitation project is currently scheduled to begin in FY2029. This relatively early
implementation timeline was based on:
* The function of the drain line is very important to the operation of the REB Plant.
* It was assumed that the drain line is still in good condition; however, this assumption has
not been validated.
* About 3,800 feet of the drain line is located within a cross-country easement that has
been encumbered by fences, trees, and other features that restrict access, and may have
impacted the condition of the pipeline.
To maximize the value of existing infrastructure and better define the most practical timing for
the expenditure of capital funds to rehabilitate the 15-inch drain line, a Risk Assessment Study is
required to:
* Better define the condition of the 15-inch drain line and estimate of remaining useful life,
* Identify potential risks associated with the current drain line operations and maintenance,
and
* Identify opportunities to reduce current and future potential operation and maintenance
risks.
3.2 Project Area
The drain line conveys flows from the REB Plant wash water ponds to the SDR. The drain line
begins as a 150-foot long, 14-inch diameter cast iron header pipe, connected to the two wash
water ponds. The 14-inch cast iron header ties into a 15-inch diameter Asbestos Cement Pipe
(ACP) that travels approximately 410 feet from the wash water pond header to a point located
Rehabilitation of the 15-inch Drain Line Page 8 of 25 September 2026
outside of the plant boundary. The combined 150-foot section of 14-inch cast iron pipe and 410-
foot section of 15-inch ACP is referred to as the "Reclaimed Water Pipeline (RW)" on the
attached 1967 Joint Reservoir and Transmission Main Drawings - Schedule I (Attachment A).
As shown on the Schedule II portion of the 1967 Joint Reservoir and Transmission Main
Drawings, the 15-inch RW pipeline ties into the 15-inch drain line which is approximately 6,900
feet in length to its discharge point within the SDR. The term Reclaimed Water Pipeline is no
longer used for the Schedule II portion of the pipeline. For clarity, in this RFP, the entire line
from the wash water ponds to the SDR is now referred to as the "drain line".
The wash water ponds are open air holding basins. Each of the two wash water ponds have a
storage volume of 228,500 gallons (total volume = 457,000 gallons). The high water surface
elevation in the wash water ponds is approximately 490.0 and the normal operating elevation of
the wash water ponds is approximately 483.0. The invert elevation of the 15-inch drain line in
the vicinity of the wash water ponds is approximately 477.5. The high surface water elevation in
the SDR is 249.0. Since SDR must stay below 244.0 for flood control requirements, the normal
winter surface water operating level in the SDR is 243.0. Due to ongoing SDR repair work, the
current surface water level in SDR is approximately 241.0. The elevation at the discharge of the
drain line is approximately 236.5. Attached to this RFP is a typical drain line flow and water
quality summary (Attachment A). When in service, the drain line typically flows full and under
pressure by gravity. However, based on the filter backwashing schedule and the schedule
movement of local water from Lake Hodges to the SDR, the flow is intermittent.
The 6,900 feet of drain line not located within the REB plant site (off-site drain line) is located
within a combination of right-of-way and easements. The Districts' own two other pipelines
located parallel to the 15-inch drain line for the majority of the 6,900 foot alignment. One of the
pipelines is a 54-inch steel treated water pipeline. The second parallel pipeline is a 30-inch steel
raw water force main.
The following breaks down the 6,900 feet of off-site drain line into four segments based on
alignment characteristics. The segments begin with the northeast segment closest to the plant
and continue in sequence to the discharge point in the SDR. Some of the scope of work items
described in Section 4, such as the hydraulic analysis, cover the entire drain line alignment from
the wash water ponds to the discharge point in the SDR. Other scope of work items focus only
on the specific segments of the drain line as identified in the task descriptions.
3.2.1 Northeast Segment: This first segment is approximately 900 feet long. As shown on
Figure 2, the drain line outside of the REB Plant - (shown as the beginning of Schedule II on the
1967 Drawings), begins west of the plant entrance, at approximately the eastern property line of
APN 264-110-28. The drain line travels in a westerly direction through easements within two
private properties before veering southwest through a small section of right-of-way prior to
heading southwest along the Cross-Country easement described below in Section 3.2.2. The 15-
inch drain line is located to the north of the 54-inch and 30-inch pipelines in this segment along
Aliso Canyon Road. The 15-inch drain line crosses the 54-inch pipeline at approximately the
intersection of Via de Las Flores and Aliso Canyon Road, and then runs parallel, and in between,
the 54-inch and 30-inch pipelines for the entire length of the downstream "Cross-Country"
segment.
