City of Davis Prequalification Invitation for Construction Project WWTP Primary Sedimentation Basin No. 3, Distribution Channel and Grit Basin Concrete Resurfacing, CIP No. ET0018

The City of Davis requests prequalification submissions on or before 4:00 p.m. Friday, November 15, 2024 from qualified contractors interested in providing construction services described below for the following project:

WWTP PRIMARY SEDIMENTATION BASIN NO. 3, DISTRIBUTION CHANNEL AND GRIT BASIN

CONCRETE RESURFACING, CIP NO. ET0018

The Davis Wastewater Treatment Plant, located at 45400 County Road 28H, Davis, CA 95616, needs rehabilitation of its Primary Sedimentation Basin No. 3, Distribution Channel and Grit Basin with concrete resurfacing. General Engineering Contractors that have been prequalified by the City in response to this Request for Qualifications (“RFQ”) will be eligible to submit bid proposals in response to the City’s subsequent Request for Bid Proposals (“RFP”) for the Project.

The General Engineering Contractors must be appropriately licensed and registered in the State of California for engineering and construction services as needed to complete the Project. The required license is a Class A – General Engineering Contractor’s License, Class C-8 – Concrete Contractor’s License, or Class C-33 – Painting and Decorating Contractor’s License. In addition, Contactors must have completed construction of at least three (3) similar concrete resurfacing projects within the last ten (10) years.

The Contractors must be registered with the Department of Industrial Relations (“DIR”) as required by law. The selected Contractor will be required to comply with the Labor Code prevailing wage and shall be required to work cooperatively City staff, any technical consultants retained by the City for the Project, and the community, to facilitate timely and professional completion of the Project.

The selected Contractor will be required to; 1) enter into an Agreement for Contract Services with the City of Davis; and 2) construct the concrete resurfacing improvements to the Sedimentation Basin, Distribution Channel and Grit Basin.

The existing Primary Sedimentation Basin No. 3 was constructed in 1998 and the Distribution Channel and Grit Basin were constructed with the original plant construction in 1970. A structural condition assessment was performed on the concrete structures in September 2023 by Kennedy Jenks. A technical memorandum was issued with findings and recommendations in February 2024. The construction project will include the following recommended improvements:

  • Recoat the floors and walls of Sedimentation Basin No. 3 and the Grit Basin. Replace loss of mortar in areas with large, exposed aggregate.
  • Remove and replace sealants in the expansion joints in the floor and walls of Sedimentation Basin No. 3.
  • Pressure-inject and/or overlay cracks in the structure’s floors and walls.
  • Repair pop outs, spalls, and delamination and corrosion of reinforcing steel in the strut beams and suspended slabs of the structures.
  • Replace chain and flight longitudinal sludge collectors. Abrasive blast and re-coat the sludge collector shafts and repair bearings.
  • Abrasive blast and re-coat the scum skimmer shaft and repair bearings.
  • Repair and re-coat effluent launders, including steel supports.
  • Engineer’s Estimate: $1,240,000

Completed Prequalification Questionnaires must be submitted electronically (in PDF file format) no later than 4:00 p.m., Friday, November 15, 2024. Prequalification Questionnaire submission documents will not be accepted after the due date and time. No supplemental data or additional project information will be accepted after due date and time unless specifically requested by the City of Davis. No hard copies will be accepted.

Contractors must agree to comply with all City of Davis RFP and Contract Conditions for the project.

The City of Davis reserves the right to reject any or all responses to this notice.

Each Contractor may be required to show evidence of its equal employment opportunity policy. The successful firm and their subconsultants will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wages at the location of the work.

  • Request for Information Due November 1, 2024
  • Last day for City to issue addenda to RFQ November 8, 2024
  • Prequalification Submissions Due November 15, 2024 4:00 PM
  • Notice to Prequalified Respondents December 6, 2024
