The City of Somerset will be accepting sealed bids for the purchase of uniforms for the
emergency services departments (Fire and Police). The bid price will be in effect for one
year beginning July 1, 2026 and extending thru June 30, 2027 with the option to renew for
another year at the same prices. Specifications for the bid may be picked up at the Energy
Center located at 306 E. Mt. Vernon Street. Bids should be addressed as follows:

The bids must be received no later than 10:00am on June 3, 2026. The City of Somerset
reserves the right to reject any or all bids, or to accept any proposal as may be deemed to
its interest, orto award by item, combination of items, or lot.
The City of Somerset Police Department is seeking a two-year agreement for the purchase and
delivery of police uniforms/equipment for initial use and replacement
• This bid process will need to cover all employees of the Somerset Police Department to
include sworn officers, safety officers, property officer, chaplains, and clerks. The successful
bidder must furnish all items to specification and meet the following listed requirements.
1. Provide or outsource a representative to be present at the Somerset Police Department for
measurements and orders at the request of the Chief of Police, Administrative Captain, or the
Quartermaster. The bulk of orders will be placed in the months of July and March. Some orders
of various sizes may occur intermittently.
2. Furnish samples of all items, to facilitate ordering. Requests for samples will come from the
Chief of Police, Administrative Captain, or the Quartermaster.
3. Allow any individual employee who is not satisfied with his/her purchase for any reason to
exchange or return the item for alterations to the satisfaction of the employee.
4. Furnish items at bid price for the entire Somerset Police Department’s two fiscal years beginning
July 1, 2026, and through June 30, 2028.
5. Deliver the complete order within 45 days. Partial shipments are discouraged but may be
permitted with the agreement of the Chief of Police, Administrative Captain, or the
Quartermaster. To facilitate delivery, bidders should maintain a reasonable stock of items on
hand. Also, the delivery must be completed prior to the close-out of the Somerset Police
Department’s fiscal year, which is June 30th of the year in question.
6. Sell only items specified in the bid and not permit individual employees of the department to
contact or deal directly with the vendor nor substitute unauthorized items for payment unless
authorized by the Chief of Police, Administrative Captain, or the Quartermaster. (Excludes
personal purchases)
7. The vendor shall provide a means to place orders through a customized online ordering
platform. Employees shall be able to place orders in incremental and/or bulk needs 24/7, 365,
throughout the contract duration.
8. Link to shop vendors full e-commerce site. Members shall have the ability to view and shop the
vendor’s entire product offering of their website at a negotiated percent discount off retail.
9. Allotment Management. The system must provide employee allotment management based on
dollars. Employees shall be able purchase uniforms more than their allotment amount via credit
card. Allotments shall be renewed at the beginning of the Fiscal Year (each July 1). Unused
allotments shall be reset. There will be no rollover of allotment from one Fiscal year to the next.
Employee’s available allotment shall be verified by the system during the checkout process.
10. Handling and freight charges shall not be charged separately but be included in the bid price.
The bid price is the total amount to be paid by the Somerset Police Department; this includes
returned items which are picked up by the vendor within 15 days. All items shall have one total
price which includes all additional charges.
11. The apparent silence of specifications about any detail or admission shall be interpreted as
meaning that only the best commercial practices will be followed and that only the fairest
quality materials and workmanship will be used.
12. If the bidder chooses to permit individual purchases from employees of the Somerset Police
Department, all such deliveries and bills will be sent to the purchaser’s home address, not to the
Somerset Police Department.
13. Provide a complete list identifying the brand name of the uniform items which is bid.
14. Bid, regardless of when received, shall be for fiscal year July 1st through June 30th.
The Somerset Police Department will award the bid based on the best overall bid that
benefits the Somerset Police Department the most. The following criteria will be utilized in
the evaluation of all bids submitted.
1. The Somerset Police Department will consider the past services of the vendor if the vendor has
had previous contracts with the Somerset Police Department.
2. The Somerset Police Department will give judgment to the cost of travel to and from the
vendor’s place of business.
3. Failure to complete an order within the specified time as set forth in the bid document will
result in the cancellation of the bid contract.
4. The Somerset Police Department reserves the right to refuse all bids.
5. The bidder agrees to deliver all purchased items to the Somerset Police Department at the date
and time agreed to by the Chief of Police, Administrative Captain or the Quartermaster and the
bidder.
6. If a particular item that is on the bid is not available through a vendor, a substitute item may
replace with prior approval by the Somerset Police Department.

Uniform Cap
• Brand: Bayly
Model: Mil.-Air Force 09 Catalogue
Description: Uniform cap will be a black mesh frame and 2” black high gloss visor. Each cap will
contain silver P buttons and permasilver for the front strap for non-ranking officers and gold P
buttons and permagold front strap for sergeants and above.
Color: Dark navy blue.
Winter Cap
Under Armour Tactical Stealth Beanie Midnight Navy in color or similar item.
Uniform Hat Badge
Blackinton style #B627DE with enamel finish, silver for non-ranking officers, gold for sergeants
and above. (May substitute equivalent brand. Badge must remain uniformed with current
selection.)
Uniform Shirt Badge
Blackinton Style # B652 - with enamel finish, silver for non-ranking officers, gold for sergeants
and above with optional pin or clip backing. (May substitute equivalent brand. Badge must
remain uniform with current selection.)
Class A Short Sleeved Shirts

Epaulets:
Shall be die creased and have fused interlining. Shall be pointed at the end toward the neck of
the shirt. Opposite end shall be sewn in sleeve head seam. Shall measure 2 inches at sleeve and
taper to 1 and a half inches. Buttonhole on epaulet shall be self-constructed to accommodate
the brass button and clasp back shall be “X” stitched to shoulders with a row of cross stitching 2
inches from the sleeve head seam. “V” pointes of epaulets shall be sewn down through the
yokes.
Sizes:
Collar size to be marked.
Zipper Front:
There shall be a 15-inch nylon zipper with a compatible-colored tape sewn to the front of the
shirt, replacing the second, third, fourth and fifth front buttons. All buttonholes on the front of
the shirt shall be constructed to accommodate brass type buttons and clasp backs.
Shoulder Patches:
Shall have a shoulder patch properly attached centered on each shoulder 1 inch from top sleeve
seam. (Shoulder patches will be provided by the Somerset Police Department)
Thread:
All sewing is to be done with polyester core thread or 100% spun polyester thread.
