The Franklin County Board of Supervisors is reques(cid:415)ng sealed proposals from qualified contractors to provide
Emergency Disaster Debris Removal Services in response to the tornado that impacted Franklin County on May
6, 2026. (Federal Disaster Declara(cid:415)on FEMA-4922-DR-MS)
Scope of Services
The successful contractor(s) shall furnish all labor, supervision, equipment, materials, transporta(cid:415)on, and
incidentals necessary to perform emergency debris removal services, including, but not limited to:
Removal of vegeta(cid:415)ve debris.
Removal of construc(cid:415)on and demoli(cid:415)on debris.
Removal of eligible white goods.
Removal of eligible hazardous limbs and hanging limbs.
Stump removal (when authorized).
Loading, hauling, reduc(cid:415)on, and disposal of eligible debris.
Establishment and opera(cid:415)on of Temporary Debris Storage and Reduc(cid:415)on (TDSR) sites.
Final disposal in accordance with all federal, state, and local regula(cid:415)ons.
Documenta(cid:415)on necessary to support FEMA reimbursement.
Services shall be performed in accordance with:
FEMA Public Assistance Program and Policy Guide (PAPPG)
Federal Highway Administra(cid:415)on (when applicable)
Mississippi Emergency Management Agency (MEMA) requirements
All applicable federal, state, and local laws
Contractor Qualifica(cid:415)ons
Interested firms shall demonstrate:
Experience performing post-disaster debris removal.
Experience with FEMA/MEMA funded projects.
Adequate personnel and equipment resources.
Financial capability.
References from similar projects.
Appropriate insurance coverage.
Required licenses and registra(cid:415)ons.

proposers, and award contracts deemed to be in the best interest of the County.
