The Franklin County Board of Supervisors is solici(cid:415)ng sealed proposals from qualified firms to
provide Emergency Disaster Debris Monitoring Services related to the tornado that impacted
Franklin County on May 6, 2026. (Federal disaster declara(cid:415)on FEMA-4922-DR-MS)
The purpose of this solicita(cid:415)on is to establish a contract for disaster debris monitoring services
for this declared emergency.
Scope of Services
The successful proposer shall furnish all personnel, supervision, equipment, technology,
transporta(cid:415)on, and materials necessary to perform debris monitoring services, including, but
not limited to:
Monitoring curbside debris removal opera(cid:415)ons.
Monitoring right-of-way debris clearance opera(cid:415)ons.
Monitoring debris loading and hauling ac(cid:415)vi(cid:415)es.
Establishing and staffing Temporary Debris Storage and Reduc(cid:415)on (TDSR) Sites.
Monitoring debris reduc(cid:415)on and disposal opera(cid:415)ons.
Preparing and managing load (cid:415)ckets.
Cer(cid:415)fying truck capaci(cid:415)es and maintaining truck cer(cid:415)fica(cid:415)on records.
Verifying contractor performance and compliance with contract requirements.
Documen(cid:415)ng eligible and ineligible debris in accordance with FEMA Public Assistance
requirements.
U(cid:415)lizing GPS, GIS, mobile data collec(cid:415)on, and electronic documenta(cid:415)on systems as
applicable.
Providing daily reports, progress reports, and project documenta(cid:415)on.
Assis(cid:415)ng the County with FEMA reimbursement documenta(cid:415)on and project closeout.
Services shall be performed in accordance with applicable federal, state, and local laws and
guidance, including the FEMA Public Assistance Program and Policy Guide (PAPPG), 2 CFR Part
200, and all other applicable procurement and grant requirements.
Minimum Qualifica(cid:415)ons
Interested firms should demonstrate:
Experience providing disaster debris monitoring services for local governments.
Experience with FEMA Public Assistance-funded projects.
Availability of qualified field monitors, tower monitors, project managers, and data
management personnel.
Experience with electronic load (cid:415)cket systems, GIS, GPS, and FEMA documenta(cid:415)on.
Financial capability to perform the required services.
Appropriate business licenses and insurance coverage.
