REQUEST FOR PROPOSALS FOR PROFESSIONAL SERVICES
Aven Building Redevelopment - Greenwood, Mississippi
The Greenwood-Leflore-Carroll Economic Development Foundation (EDF) requests proposals
from qualified firms or individuals to provide architectural, legal, accounting, and development
consulting services for the redevelopment of the Aven Building in Greenwood, Mississippi. EDF
intends to award four separate contracts, one for each category.
This project is funded in part by federal and state grant funds, including a HUD Community
Project Funding/Congressionally Directed Spending grant and a Mississippi Main Street
Revitalization Grant, and is subject to Mississippi procurement law (Title 31, Chapter 7,
Mississippi Code of 1972) and federal procurement requirements (2 CFR Part 200).
Prospective firms or individuals should be experienced in historic property renovation, New
Markets Tax Credits, Historic Tax Credits, grant management, and compliance with applicable
federal requirements including "Build America, Buy America" (BABA), "Buy America
Preference" (BAP), Section 3 of the Housing and Urban Development Act, and E-Verify.
The Architect will be responsible for performing all design and engineering services through
project closeout in accordance with all applicable federal, state, and local laws, regulations, and
policies. The scope of work includes, but is not limited to, the following: 1) Design and
engineering; 2) Cost estimating; 3) Bid process management; 4) Project management; 5)
Construction administration; 6) Compliance with historic preservation guidelines; and 7)
Compliance with BABA/BAP and any applicable prevailing wage requirements. The architect's
fee will be negotiated after selection in accordance with the qualifications-based selection
procedure required by Miss. Code Ann. Section 31-7-13.2.
Legal will be responsible for performing all legal services from pre-development through project
closeout in accordance with all applicable federal, state, and local laws, regulations, and policies.
The scope of work includes, but is not limited to, the following: 1) Establishing project structure
and all related entities; 2) Contract writing and negotiations related to tax credit programs; 3)
Real estate and financial closing services; and 4) Program compliance and close-out.
Accounting will be responsible for performing all financial services from pre-development
through project closeout in accordance with all applicable federal, state, and local laws,
regulations, and policies. The scope of work includes, but is not limited to, the following: 1)
Establishing project structure and all related entities; 2) Tax structuring and negotiations related
to tax credit programs; 3) Real estate and financial closing services; 4) Pro forma and cash flow
development; 5) Financial statement preparation, tax services, audits, and grant reporting; and 6)
Program compliance and close-out.
The Development Consultant will be responsible for supporting all functions from pre-
development through project closeout in accordance with all applicable federal, state, and local
laws, regulations, and policies. Consultants should be experienced in New Markets, Historic, and
twin tax credit renovation projects, brownfield remediation and tax credit programs, grant
management across multiple state and local funding sources, and compliance periods for all of

the above. The scope of work includes, but is not limited to, the following: 1) Advising EDF on
all aspects of the project; 2) Marketing the project to Community Development Entities for New
Markets Tax Credits; 3) Assisting with Historic Tax Credit requirements; 4) Advising on deal
and transaction structure; and 5) Ensuring compliance with all applicable grant and funding
source requirements.

thomas@greenwoodedf.com. Proposals must be submitted no later than September 4, 2026, at
9:00 a.m. and labeled "Architectural/Legal/Accounting/Consulting Proposal for Aven Building
Redevelopment" (select the applicable category). Proposals received after the deadline will not
be considered.
Proposals will be evaluated on the following criteria: Qualifications (40 points), Experience (40
points), and Capacity for Performance (20 points). Fees for all four services will be negotiated
separately with the top-ranked respondent(s) following selection.
