This action is for the procurement of the following:
The applicable statutory authority permitting other than full and open competition is 10 USC 3205(a)(3), as implemented by FAR 6.302-3 – Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services.
This procurement is designed to build and expand the industrial base for this critical safety item in case of a national emergency. The purpose of this action is to add two additional vendors capable of manufacturing the ACH GEN II to increase production capacity and meet the warfighter’s needs for this critical safety item.
Item Description: Advanced Combat Helmet, Second Generation (ACH GEN II)
National Stock Number (NSN): 8470-01-662-5030(s)
The ACH GEN II is required to be manufactured in accordance with purchase description AR/PD 14-01 Rev Amendment 4, 07 MAR 2025 and Quality Assurance Annex.
This industrial mobilization procurement will result in two (2) awards of firm quantities as detailed below:
Portion #1 – 25,000 each
Portion #2 – 10,000 each
Deliveries will be made to the third-party logistics facilities, Travis Association for the Blind located in Austin, Texas, Lion Vallen Industries located in Pendergrass, Georgia, and Peckham, Inc. located in Lansing, Michigan.
First Article Testing is required. Production Lot Testing is required.
All items must be 100% U.S. Made out of 100% U.S. Materials.
****The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as “The Berry Amendment”) impose restrictions on the DoD’s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and “specialty metals” (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
