Project Description: The Port Royal Municipal Authority (PRMA – OWNER) will receive sealed bids for the Sewer Rehabilitation project as defined in the Contract Documents and other associated parts of the work.
The General Construction Project is generally described as:
The lining of approximately 1,700 linear feet of 8-inch sewer line within Milford Street from Manhole B-14 which is located approximately 225 feet west of the intersection of Milford & 8th Street, and continuing toward SR 333 through Manhole B-9 which is located in the intersection of Milford Street and SR 333 and ending at the terminal Manhole B-10 which is adjacent to the Licking Creek Pump Station just to the west of SR 333.
The work is shown on the Contract Drawings and will include the inspect and repair of up to 7 Manholes.
Procedures for submitting bids and other pertinent information are contained in the Instructions to Bidders and other contract documents. The OWNER reserves the right to reject any or all bids, to waive any bid irregularities, and to negotiate contract amounts. Bids can be held for up to 60 days by OWNER and that time can be extended by PA Law if it is to allow the closing of project funding.
Sealed bids must be submitted electronically via the PennBid portal at https://pennbid.bonfirehub.com until 4:00 p.m., local prevailing time, on Thursday, August 7th, 2025.
A certified check or bank draft payable to the Port Royal Muncipal Authority or a satisfactory Bid Bond executed by the Bidder will serve as an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid. Bid security and a fully completed Non-Collusion affidavit shall be submitted with each bid.

All questions regarding this project shall be submitted via the “Ask a Question” feature in PennBid no later than seven (7) days prior to the date for receipt of bids. Questions requiring a response will be issued by Addenda posted within PennBid’s Public Notices and “Supporting Documentation”. Bidders who have registered with and downloaded documents via PennBid will be notified by email when an addendum has been posted.
