I. INTRODUCTION AND STATEMENT OF OBJECTIVES
The City of Douglas (“City”) is issuing this Request for Qualifications (RFQ) to identify and
select a highly qualified consultant or firm to provide strategic advisory and planning
services. The objective is to formalize two key municipal telecommunications initiatives:
1. A Municipal Internet Service Provider (ISP) Business and Operational Plan: To
develop a viable framework for the City to leverage its existing and planned fiber and
wireless infrastructure to deliver internet services, fostering digital equity and
creating sustainable revenue.
2. A Tower Leasing and Asset Management Program: To establish a professional,
standardized, and revenue-optimizing program for leasing City-owned vertical real
estate to carriers and other tenants.
The selected firm will provide the City with a comprehensive analysis, strategic
recommendations, and implementable frameworks necessary to advance from
infrastructure owner to successful service provider and asset manager.
II. PROJECT BACKGROUND
The City has made significant investments in its core telecommunications infrastructure,
with initial phases focused on supporting essential municipal operations. This foundational
network positions the City to explore expanded community and commercial applications.
To ensure these initiatives are strategically sound, operationally feasible, and financially
sustainable, the City seeks an experienced partner with proven expertise in municipal
broadband business development and wireless infrastructure monetization.
III. SCOPE OF SERVICES
Respondents must demonstrate the capability to deliver services across the following two
concurrent workstreams:
Workstream A: Municipal ISP Strategy and Operationalization
The selected firm shall be responsible for:
• Conducting a comprehensive inventory and geospatial mapping of existing City-
owned broadband assets.
• Performing a detailed market analysis, including competitive landscape, service gap
identification, and demand assessment.
• Developing detailed financial models and pro forma analyses for multiple service
delivery and business models (e.g., retail, wholesale, public-private partnership).
• Providing vendor-agnostic recommendations for Operational Support Systems
(OSS) and Business Support Systems (BSS) required for service delivery.
• Delivering a final business plan outlining recommended organizational, governance,
and operational structures for a municipal ISP.
Workstream B: Tower s Colocation Asset Monetization Program
The selected firm shall be responsible for:
• Performing a market analysis to establish competitive, tiered pricing strategies for
tower space, colocation, backhaul, and power.
• Assessing current tower assets for structural capacity, upgrade requirements, and
readiness for multiple tenants.
• Developing a complete suite of standardized legal and operational documents,
including master lease agreements, license templates, engineering review
checklists, and compliance frameworks.
• Creating carrier engagement and marketing materials to attract potential tenants.
• Recommending and assisting in the implementation of a lease management
software solution for tracking, compliance, and revenue management.
IV. SUBMISSION REQUIREMENTS
Interested firms must submit one (1) original and five (3) copies of their Statement of
Qualifications, organized in the following sequence:
A. Letter of Interest and Executive Summary: A transmittal letter (not to exceed two
pages) signed by an authorized representative, summarizing the firm’s understanding of the
project and key qualifications.
B. Firm Qualifications and Relevant Project Experience:
1. Company history, structure, and years in business.
2. Detailed descriptions of at least three (3) relevant and recent projects (within the
last 5 years) demonstrating direct experience in:
o Municipal or Public-Sector Broadband/ISP Business Planning.
o Telecommunications Tower Portfolio Management and Monetization.
o Telecommunications Financial Modeling and Rate Development.
For each project, include: client name, project scope, specific services
provided, project duration, and a client reference contact.
C. Key Personnel and Project Team:
1. Identify the proposed Project Manager and key team members who will be assigned
to this engagement.
2. Provide résumés for each, highlighting specific experience related to the Scope of
Services.
3. Clearly define the roles and responsibilities of each team member.
D. Project Understanding and Proposed Approach: A narrative (not to exceed five pages)
outlining the firm’s understanding of the City’s objectives and a high-level methodological
approach to completing both workstreams.
E. References: Provide at least three (3) professional references from clients for whom
similar services have been performed, including contact name, title, organization, phone
number, and email address.
F. Miscellaneous: Include a copy of the firm’s current business license, proof of insurance,
and any other relevant certifications.
V. SELECTION CRITERIA AND PROCESS
Submissions will be evaluated by a City selection committee based on the following
weighted criteria:
1. Firm Experience and Past Performance (35%): Demonstrated success with similar
projects for public-sector clients, particularly in municipal telecommunications.
2. Qualifications and Expertise of Proposed Project Team (30%): Experience and
credentials of key personnel assigned to the project.
3. Project Understanding and Proposed Methodology (25%): Clarity and
comprehensiveness of the proposed approach to meet the City’s objectives.
4. References (10%): Strength and relevance of client feedback.
Following the evaluation of written submissions, the City may invite the top-ranked firms
for interviews or request additional clarifications before making a final selection.
VI. GENERAL TERMS AND CONDITIONS
• The City reserves the right to reject any or all submissions, to waive any informalities
or irregularities, and to select the firm deemed most advantageous to the City.
• This RFQ does not commit the City to award a contract or to pay any costs incurred
in the preparation of a response.
• The selected firm will be required to enter into a professional services agreement
with the City of Douglas.
• All materials submitted become the property of the City of Douglas and may be
subject to public records requests.

PROFESSIONAL SERVICES AGREEMENT
THIS PROFESSIONAL SERVICES AGREEMENT (“Agreement”) is made and entered into this ___ day of
_______, 2026, by and between the CITY OF DOUGLAS, ARIZONA, an Arizona municipal corporation (“City”),
and _______________, a _________ corporation (“Consultant”).
WHEREAS the City desires to retain a consultant or firm or firm to provide strategic advisory and
planning services. The objective is to formalize two key municipal telecommunications initiatives:

Douglas City Code and City of Douglas Charter.

NOW, THEREFORE, City agrees to retain and does hereby retain Consultant and Consultant agrees to
provide the services required according to the terms and conditions and for the consideration hereinafter
set forth:
1. CONSULTANT’S DUTIES: Consultant agrees to perform the following professional services in
connection with the Project:
A Municipal Internet Service Provider (ISP) Business and Operational Plan: To develop a viable
framework for the City to leverage its existing and planned fiber and wireless infrastructure to deliver
internet services, fostering digital equity and creating sustainable revenue. A Tower Leasing and Asset
Management Program: To establish a professional, standardized, and revenue-optimizing program for
leasing City-owned vertical real estate to carriers and other tenants.
See attached Exhibit A, which are incorporated into this Agreement
2. COMPENSATION: In accordance with the terms and conditions of this Agreement, City shall
compensate Consultant for its professional services as follows:
3. TERM; COMPLETION DATE. The term of this Agreement shall commence upon execution by both
Parties and shall continue until the completion of the Project. The Project shall be completed within ___
months after the execution of this Agreement, unless extended in writing by the parties.
4. CONSULTANT BILLING: Consultant shall bill City monthly on a time and expenses basis in a total
amount not to exceed Section 2 above. City shall pay such billings within thirty (30) days of the date of
receipt of the Consultant’s invoice, unless a good faith dispute exists as to any obligation to pay all or a
portion of the invoice.
5. ACCEPTANCE OF WORK: The City or its designee shall have the right to reject all or any work
product submitted under this Agreement which does not meet the required specifications. In the event of
any such rejection, the Consultant agrees to promptly remedy any and all deficiencies. No compensation
