Project Description: PART I - INVITATION FOR BIDS
The City of Sunbury will receive sealed bids, for “Susquehanna Tree Removal” via the PennBid Program (http://pennbid.bonfirehub.com) until Thursday August 28th, 2025, at 1:00pm, at which time and place all bids will be publicly opened and a summary of bids received will be displayed on PennBid.
The project consists of but is not limited to the following: the cutting and removal of trees and general cleanup.
A non-mandatory Pre-Bid Meeting will be held for prospective bidders at City Hall located at 225
Market Street, Sunbury, PA on Tuesday August 19th, 2025, at 11:00am.
Bidding Documents are available at no cost via the PennBid program or via PDF by contacting lzeger@ces-engr.com or by obtaining a paper copy at a cost of $100/set with check made payable to the City of Sunbury and by contacting lzeger@ces-engr.com. Bidder shall submit all questions about the meaning or intent of the Bidding Documents via the “Clarifications” feature in Penn Bid no later than seven (7) days prior to the date for receipt of bids or by email to lzeger@ces-engr.com.
A certified check or bank draft payable to the order of City of Sunbury, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid.
A Performance and Payment Bond in an amount equal to 100% of the amount of the contract issued by a corporate surety authorized to do business in the Commonwealth of Pennsylvania will be required to be furnished by the successful bidder.
Compliance with Act 127 of 2012 requires all contractors and subcontractors to use e-Verify for verification of employment eligibility for all employees will be required. A verification form shall be provided to the City of Sunbury as a precondition of being awarded a contract.
The Pennsylvania Prevailing Wage and Related Acts apply to this Project.
Bids may be held by the City for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. The City reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts.
The project is publicly funded and subject to all related state regulations.
Awards shall be made only to responsible bidders that possess the potential ability to perform successfully under the terms and conditions of this procurement. Consideration shall be given to such matters as bidder integrity, compliance with public policy, record of past performance and financial and technical resources when determining responsibility.
