NASA/Katherine Johnson Independent Verification and Validation (IV&V) Facility has a requirement for facility operations and maintenance support services. The Contractor shall provide facilities maintenance activities, equipment monitoring, handyman, custodial, grounds keeping, and other services as needed.
NASA/Katherine Johnson Independent Verification and Validation (IV&V) Facility intends to issue a sole source contract to acquire the services from Crothall Facilities Management as they possess the history and specialized experience necessary to support the critical requirements under FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements (10 U.S.C. 3204(a)(1).
If these services are interrupted, NASA IV&V will be unable to conduct critical analyses, testing, and support which are crucial for ensuring mission success. In determining a solution that represents the least amount of risk to the government, stability and continuity are critical factors. Crothall Facilities Management is the only contractor that can meet the IV&V Facility needs, given the short amount of time remaining under the current contract which is set to expire on March 31, 2025. These services enable IV&V to provide critical services to support NASA missions and ensure mission success.
The Government intends to acquire a commercial product or service using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Jessica Allman (Jessica.d.allman@nasa.gov) not later than 5PM EST on February 25th, 2025.Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
