SUBJECT
Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Regulated Transformer Rectifier Unit (RTRU) 400 AMP, NSN: 6120-01-524-9044, PN: 716340-1.
ITEM DESCRIPTION
The RTRUs provide regulated +28 Volts Direct Current (VDC), 275A/400A maximum, output power that is converted from a 115 Volts Alternating Current (VAC), 400 Hertz (Hz), 3-phase input. For the 400 AMP RTRU, there are two (2) assets per aircraft.
IMPEDIMENT TO COMPETITION
The original equipment manufacturer for this item is GE Aviation Systems, LLC (GE), CAGE: 19623. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, GE is the only known source with adequate knowledge of the C-5 RTRU performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment.
INTEREST
The DLA/AWB Contracting Office intends to award a sole source contract to GE for the manufacture of the RTRU in support of the C-5 program. Other interested parties may identify their interest and capability to respond to the requirement no later than 29 Aug 2025 by emailing Erika Bell, erika.bell.2@us.af.mil, and Victor Henderson, victor.henderson.2@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
