Third Party Administration of the NYS Flex Spending Account

The Office of Employee Relations (OER) is soliciting proposals from qualified vendors to secure the services of a Third Party Administrator (TPA) who can provide full administrative services to successfully operate New York State’s Flex Spending Account (FSA), a flexible spending account plan for health care, dependent care, and qualified adoption expenses authorized by the Internal Revenue Code Sections 125 and 129. There are approximately 250,000 New York State employees potentially eligible to participate in the programs statewide. In addition to Executive Branch employees, the FSA is also offered to employees of the Unified Court System and Legislature, as well as the employees of four public benefit corporations, namely Roswell Park Cancer Institute, Environmental Facilities Corporation, Energy Research and Development Authority, and Liquidation Bureau.
