The City of Lynden Public Works Department is accepting Request for Qualifications (RFQ) from qualified firms for the Liberty Street Sidewalk Gap Removal project. This agreement will be for approximately 5 years. It is planned for design to start summer of 2026 and be completed early 2027 at the latest.  Construction is planned to start directly after design approval by WSDOT.

The City of Lynden reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.

Project Description:

The project scope will include project development, plans, specifications, and cost estimates (PS&E), and all permitting required for the use of federal highway funds. This may include the NEPA process. The City reserves the right to retain services from the successful firm for future phases such as right-of-way, construction management, inspection, and closeout. The proposed Liberty Street Sidewalk Gap Removal project will eliminate significant regional pedestrian deficiencies by providing the following critical services:

ADA-compliant pedestrian travel on Liberty Street between BC Avenue and 17th Street including sidewalk and intersection ramps. Pedestrian actuated solar-powered Rectangular Rapid Flashing Beacon (RRFB) at the intersections of Liberty Street and BC Avenue and Liberty Street and 17 th Street.  Stormwater improvements in areas where current conditions conflict with the pedestrian travel way.

Anticipated Schedule is:

RFQ advertisement:               March 25 th and April 1 st

Deadline for questions:          April 8 th

RFQ submittal                         April 15th

Review and rank RFQs:          April 20 th through May 1 st

Consultant Interviews:           Week of May 11 th

Scoping and Contract:           June 2026

Begin:                                      July 2026

Qualified firms must have extensive municipal experience in ADA compliant pedestrian facilities, street and utility design, right-of-way acquisition, and preparation of PS&E documents that comply with FHWA Standards.

Contract type (method of payment) will be Negotiated Hourly Rate utilizing WSDOT’s Local Agency A&E Professional Services Negotiated Hourly Rate Consultant Agreement.

Federal Small Business Enterprises (FSBE) requirements are zero (0) for this project.  The Small Business Enterprise voluntary goal is ten (10) percent.

Evaluation Criteria:

Submittals will be evaluated and ranked based on the following criteria:

  1. Qualification/experience of Proposed Project Manager with Federally funded projects. (15 points)
  2. Qualifications/Familiarity of Firm with Federal Small Business Enterprises (FSBE) Federally funded projects, including approach, outreach and commitment. (15 points)
  3. Approach to project and ability to meet schedule and budget of this approach. (10 points)
  4. Qualifications/experience with ADA requirements and design. (10 points)
  5. Qualifications/experience with right-of-way acquisition utilizing Federal funds. (10 points)
  6. Qualifications/experience with WSDOT/FHWA standards including permit process, such NEPA, involving Federal funds. (20 points)
  7. Qualifications/experience in working with contractors as it relates to change orders. (5 points)
  8. What mistakes have you experienced with Federally funded projects and how did you rectify them on future projects. (5 points)
  9. What is the anticipated staffing structure for a project like this. (5 points)
  10. Past Performances and references. (5 points)

Submittals:

Submittals should include the following information: firm name, phone numbers, name of Principal-in-Charge and Project Manager, and number of employees in each firm proposed to this project. Submittal should not be longer than 10 double-sided pages, excluding resumes.

Please submit in a sealed envelope FIVE printed paper copies and ONE USB containing the complete proposal of your Request for Qualifications to City of Lynden Public Works Department, attention: Jessica King, 300 4 th Street, Lynden, WA 98264 no later than 3:00 PM on April 15, 2026.  Submittals will not be accepted after that time and date.

Project Schedule:

Submittals due no later than 3:00 PM on April 15, 2026.  Interviews with selected are tentatively scheduled for the week of May 11 th .  Design is anticipated to start no later than July 20, 2026. Design to be substantially complete by December 31, 2026.
