Description:

Description of Goods or Services to Be Bid : This Scope of Work (SOW) outlines the services that the Metropolitan Transportation Authority (“MTA”) on behalf of MTA Metro-North Commuter Railroad (“MNR”) and MTA Long Island Rail Road (“LIRR”, and with MNR the “Railroads”) seeks for a qualified Contractor to provide. The services include the following:

  • conduct safety evaluations of all LIRR and MNR grade crossings, based on Federal Railroad Administration (“FRA”), Federal Highway Administration (“FHWA”), New York State Department of Transportation (“NYSDOT”), and Connecticut State Department of Transportation (“CTDOT”) requirements, and railroad industry best practices, and design criteria established by the MTA,
  • design a grade crossing safety upgrade at designated crossings and develop and
  • develop and implement a project management program to initiate and complete identified work at each such crossing.

The services will be provided by Contractor’s subject matter engineering experts (“SME’s”) in grade crossing design and safety and based upon railroad industry best practices and federal and state requirements. All references to “Railroad(s)” include MNR and LIRR which owned and operated by the MTA, which are the subject of this SOW. References to “responsible agency or road authority” means any state, federal, or local government with responsibility for the area being discussed.

FUNDING: 100% FTA Range: $5M - $10M Goals: DBE: 22.50%
