NOTICE TO BIDDERS
Notice is hereby given that written sealed term bids for polypropylene culverts for the period of
July 1, 2026, through December 31, 2026, with an additional six-month period at the option of
both parties will be received by the Rankin County Board of Supervisors until 8:00 a.m. on May
28, 2026. Paper bids can be submitted to the Rankin County Board of Supervisors at 211 E.
Government Street, Suite A, Brandon, MS 39042. Electronic bids can be submitted at
www.centralbidding.com. Bids will be opened on May 28, 2026, at 9:00 a.m.
All bidders submitting bids in response to this Notice acknowledge and agree that any bid
accepted shall be automatically available to municipalities located in Rankin County, if any,
who have entered into an Interlocal Cooperation Agreement with the Rankin County Board of
Supervisors indicating that said municipality or municipalities intend to participate in the
County’s Commodity Term Bid Procedure.
By submitting a sealed bid, Bidders are acknowledging and agreeing to commit to and honor
pricing submitted in response to this Notice in the event that the following municipalities located
in Rankin County enter into an interlocal agreement with Rankin County providing for their
participation with the County in this term bid: The cities of Brandon, Florence, Flowood, Pearl,
Richland, and the towns of Pelahatchie and Puckett. In order to participate with the County in
this term bid procedure and in order to be eligible for the pricing set forth in the awarded bid
response, each participating municipality must enter into an Interlocal Cooperation Agreement
with Rankin County which must be approved by the Office of the Mississippi Attorney General.
The Board is acting under the authority of Section 31-7-13, Mississippi Code of 1972,
Amended, and reserves the right to reject any and all bids.

Sealed term bids for polypropylene culverts for the period of July 01, 2026, through December
31, 2026, with an additional six-month period at the option of both parties will be received by

on May 28, 2026, at 9:00 a.m.
By submitting a sealed bid, Bidders are acknowledging and agreeing to commit to and honor

Minimum Specifications:
Bids will be accepted for polypropylene culverts and shall state the per linear foot price for
polypropylene culverts. Bids shall include all costs to deliver to the Brandon Unit System Shop
located at 165 Metropolitan Lane, Brandon, MS 39042 and to job sites in Rankin County.
Polypropylene Pipe and fittings from 12- through 60-inch shall be of a dual-wall configuration
in accordance with and stamped ASTM F2881 and AASHTO M330. The pipe shall have a
smooth interior and corrugated annular exterior profile. The joint shall be third party certified
as watertight in accordance with ASTM D3212. Pipe shall have two gaskets on the spigot end.
Gaskets shall meet the requirements of ASTM F477. All 12-inch through 60-inch diameters
shall have an elongated bell reinforced by fused polymer band installed by manufacturer. Pipe
manufacturer shall possess a demonstrated history of successful manufacturing
polypropylene pipe more than 5 years, and only supply pipe from a facility actively certified by
AASHTO Product Evaluation and Audit Solutions. The pipe shall meet BABA requirements
and be manufactured in the United States of America.
