INTRODUCTION

Street located on the block between Young Street and Norman Drive to create a redevelopment opportunity.
Since 2019, the redevelopment priorities of the DDA have shifted, and the DDA would like to sell the property
to the highest bidder who will maintain the historicity of the existing structure while making the improvements
required for residential occupancy.
1.1.
Description of Services
The Lilburn Downtown Development Authority (DDA) purchased the historic, residential single-family home
located at 243 Main Street in October 2019. At the time, the DDA intended to purchase all parcels on Main
Street located on the block between Young Street and Norman Drive to create a redevelopment opportunity.
Since 2019, the redevelopment priorities of the DDA have shifted, and the DDA would like to sell the property
to the highest bidder who will maintain the historicity of the existing structure while making the improvements
required for residential occupancy.
1.2.
Proposal Requirements with Point Allocation
The DDA will award the Purchase Agreement to the proposer offering the highest purchase price who commits
to maintaining the historicity of the existing structure while making the improvements required for residential
occupancy. The minimum purchase price that will be accepted by the DDA is $125,000. The successful
proposer must prove his/her capacity to close by March 1, 2026.
Proposals should include the following sections:
A. Applicant Information

Name and contact information of person or entity proposing to purchase 243 Main Street. If an individual
submits the proposal, submit a copy of the driver’s license. If an entity submits the proposal, submit a copy of
the current business license.
B. Purchase Price
Include the proposed purchase price. Each proposal will receive a point for each dollar above the $125,000
minimum purchase price.
C. Affidavit
Complete the attached affidavit.
D. Proof of Financial Capacity
If the proposer intends to purchase the property with a loan, a pre-approval letter from an FDIC-insured bank or
certified lender is required with the proposal.
If the proposer intends to purchase the property with cash, a certified statement from an FDIC-insured bank
confirming availability of funds is required with the proposal.
1.3.
Selection Process
The responsive, responsible proposal with the highest purchase price/number of points will be selected. The
successful proposer will be notified by a DDA representative no later than January 20, 2026, and the DDA
board intends to award the proposal by signing a Purchase Agreement with the successful proposer at the
January 21, 2026, DDA meeting. If the successful proposer is unable to attend the DDA meeting to sign the
Purchase Agreement, the Agreement will be submitted electronically to the proposer. The Agreement must be
fully executed no later than January 31, 2026.
The closing attorney shall be Carothers & Mitchell, and closing shall occur on or before March 1, 2026. The
DDA will be responsible for paying closing costs.

Rights Reserved
A. Any unauthorized additions, conditions, limitations, or provisions attached to the Proposal shall render it
informal and may be cause for rejection.
B. Individuals, firms and businesses seeking an award of a City of Lilburn/DDA contract may not initiate
or continue any verbal or written communications regarding a solicitation with any City officer, elected
official, DDA member, employee or other City representative without permission of the City Manager
between the date of the issuance of the solicitation and the date of the final contract award by the City.
The City Manager will review violations. If determined that such communication has compromised the
competitive process, the offer submitted by the individual, firm or business may be disqualified from
consideration for award.

4.1.
Liability Waiver
By responding to this RFP, every proposer waives any claim, liability, or expense whatsoever against the City
and the DDA and their respective officers, officials, and employees.
4.2.
Right to Modify or Suspend RFP
The DDA’s issuance of this RFP is not a promise or an agreement that the DDA will enter any contract. The
DDA reserves the right at any time and from time to time, and for its own convenience, in its sole and absolute
discretion, to do the following:
Modify, suspend, or terminate all aspects of the selection process, including, but not limited to this RFP
and all or any portion of the selection process from the date on which this RFP is issued until the parties
close.
Waive any technical defect or informality in any submittal or submittal procedure that does not affect or
alter the submittal’s substantive provisions.
Reject all submittals.
Request some or all respondents to revise submittals.
Waive any defects as to form or content of the RFP or any other step in the selection process.
Reject all proposals and re-issue the RFP.
Negotiate and modify all terms of an agreement.
