Overview
Summary

Seattle Public Utilities (SPU) seeks a pool of qualified vendors to provide flow monitoring goods and services. Services include year-round services as well as shorter-term services, the need for which may arise from time to time. These services will be in support of SPU’s Drainage and Wastewater (DWW) System.

SPU operates and maintains the DWW system, which includes storm drainage, sanitary sewers, creeks, culverts, surface water ponds, underground tanks/vaults, conveyance pipes, and combined sewer systems (CSS). SPU engages in a variety of DWW monitoring activities primarily to assess systems performance, support capital planning projects, and provide regulatory compliance. The DWW monitoring projects require proper field installation, operation, and maintenance of field monitoring equipment that collects measurement flow data.

Background

The City has held several successful contracts for Temporary Flow Monitoring Services since 2017. However, the current contracts are set to expire. Therefore, the City is returning to the marketplace to establish new contracts for Temporary Flow Monitoring. The City anticipates closing the following contracts as a result of this solicitation :

ASPECT CONSULTING LLC (City of Seattle Blanket Contract 3853)

SFE GLOBAL INC (City of Seattle Blanket Contract 3856)

ADS LLC (City of Seattle Blanket Contract 3857)

HERRERA ENVIRONMENTAL (City of Seattle Blanket Contract 3859)

In 2024, the City spent approximately $1,800,000 on these contracts. Most individual orders average $9,000 each (typically for a nine-month service) with a few orders as high as $75,000. The primary user of these contracts was Seattle Public Utilities. Future contracts may be used by any City department. These previous contracts covered additional services not covered in this solicitation. The City will be conducting additional solicitations for Flow Monitoring and Rain Gauge Services (SU0-6539) and Environmental Science Monitoring Services (SU0-6660) to re-solicit for all services included under the previous contracts.
