Description

The US Army Corps of Engineers, Engineer Research and Development Center (ERDC), intends to issue an award on a sole source basis (IAW FAR 13.106-1(b)(1)) to University of Montana, 32 Campus Drive Missoula, Montana 59812-0003. The effort is to develop web-based, streamlined hydrogeomorphic (HGM) tools and associated user guides that facilitate the rapid collection, management, and analysis of data for HGM wetland functional assessments.



The contractor must have capabilities to furnish all labor for tasks that include: (1) developing mobile, real-time, web-based data collection tools, (2) automating HGM data analysis to increase the speed, consistency, and reliability of results, and (3) creating data integration and visualization tool(s) (i.e., databases, interactive dashboards, results graphics) to ease data interpretation for wetland functions and optimize decision-making and documentation.



The intended procurement will be classified under North American Industry Classification System (NAICS) 541715 – Research and Development in the Physical, Engineering, and Life Sciences (Except Nanotechnology and Biotechnology with 1000 employees). This notice of intent to sole source to the University of Montana is not a request for competitive quotes or proposals and no solicitation document exists for this requirement. Technical data sufficient to determine capability in providing the same or similar service shall be considered. All capability statements received by the closing date of this publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on this notice is solely within the discretion of the Government.
