NOTICE IS HEREBY GIVEN, of the sole source determination in accordance with ORS 279B.075 and OAR 47-137-047-0275 and intent to contract with Community Counseling Solutions (CCS) for a period of January 1, 2026 Through June 30, 2027  for the purpose of providing Community Mental Health Program (CMHP) Services for the Morrow County Public Health.

NOTICE IS HEREBY GIVEN, of the sole source determination in accordance with ORS 279B.075
and OAR 47-137-047-0275 and intent to contract with Community Counseling Solutions (CCS) for
a period of January 1, 2026 Through June 30, 2027 for the purpose of providing Community Mental
Health Program (CMHP) Services for the Morrow County Public Health.
SOLE SOURCE BASIS:
1 Morrow County is required under its Intergovernmental Agreement with the Oregon
Health Authority to operate or contract for the operation of a Community Mental
Health Program
2 Community Counseling Solutions is the only provider within the region with the
infrastructure, licensure, staffing, and operational capacity to deliver the full scope
of required behavioral health services, including crisis services, outpatient services,
forensic services, and care coordination
3 CCS has an established service history of over 40 years providing integrated
behavioral health services within Morrow County, ensuring continuity of care for
vulnerable populations
4 The services required under the OHA agreement represent a fully integrated
behavioral health system, which is not practicable to segment or competitively
procure without significant disruption to service delivery
5 Transitioning to another provider would create substantial risk to public health and
safety, including disruption of crisis response, court-mandated services, and
ongoing treatment for individuals receiving care
Any entity/individual wishing to protest this sole source procurement must do so withing seven (7)
calendar days from the ate of this notice. All protests must be delivered within seven (7) calendar
days from the date of this notice, in writing, to:
